Apply an initial groom to your mesh (this will be done in different ways depending on the software used). Most fur tools work off the concept of guide curves. Guide curves are an easily manipulatable, lowdensity, viewport-friendly version of the final fur groom. At render time the renderer will procedurally add millions of hairs interpolating their behaviour between those sparse guides. Create the guide curves with an initial bend of about 45 degrees, that way you can easily see the direction they are facing as well as quickly approximate flow. Apply the guide curves with an initial downward aim.
