Tran­si­tion ar­range­ments in NSW ex­tended again as more in­for­ma­tion ap­pears

THE NHVR and New South Wales Road and Mar­itime Ser­vices ( RMS) have again agreed to ex­tend the cur­rent brake test­ing tran­si­tion ar­range­ments in NSW, this time un­til Septem­ber 29.

The rec­om­men­da­tion for a de­tailed pro­ce­dure for con­duct­ing a roller brake test was made by the NHVR’s Tech­ni­cal Work­ing Group.

“We now have a bet­ter un­der­stand­ing why some heavy ve­hi­cles de­liver dif­fer­ent re­sults and how that re­lates to the test pro­ce­dure be­ing used,” NHVR safety di­rec­tor Daniel Elkins says.

“We’ve agreed to de­velop and pub­lish a Na­tional Roller Brake Test Pro­ce­dure in the com­ing months.”

The is­sue of roller brake test­ing un­der­went an ex­ten­sive ex­am­i­na­tion by the NHVR’s Tech­ni­cal Work­ing Group mem­bers, in­clud­ing the Com­mer­cial Ve­hi­cle In­dus­try As­so­ci­a­tion Aus­tralia, Truck In­dus­try Coun­cil, Heavy Ve­hi­cle In­dus­try Aus­tralia, Aus­tralian Truck­ing As­so­ci­a­tion and other ex­perts.

Dur­ing the tran­si­tion pe­riod in NSW, heavy ve­hi­cles that achieved a brake test re­sult greater than 3kN/t but less than 4.4kN/t will be given an offi cial warn­ing on fi rst- time de­tec­tion.

Aus­tralian Truck­ing As­so­ci­a­tion ( ATA) CEO Ben Maguire says the ex­ten­sion would give the NHVR and the in­dus­try more time to fi nalise the test­ing pro­ce­dure.

“The ATA has worked closely with the NHVR on pro­vid­ing in­put to the pro­ce­dure, through a team led by the chair of our Safety Com­mit­tee, Tim Knowles, and also in­clud­ing tech­ni­cal con­sul­tant Bob Wood­ward, Dan Cleary from Ne­pean Trans­port Equip­ment, and ATA se­nior en­gi­neer­ing ad­viser Chris Loose,” Maguire states.

NatRoad has also been li­ais­ing with the NHVR and is con­tin­ued to work with the RMS on the ex­ten­sion of the tran­si­tion pe­riod.

NatRoad CEO War­ren Clark says it is im­por­tant to en­sure “that the roller brake test­ing is func­tion­ing ac­cu­rately, and there­fore not re­sult­ing in un­fair is­su­ing of de­fect no­tices”.

The cur­rent tran­si­tion pe­riod was due to end on June 30.

This is the sec­ond such ex­ten­sion this year.
