to make an application under the new planning scheme when it is adopted, though the level of assessment may be “impact” that permits submitters, the level of positive support for the development would eliminate the effect of submissions by those that played a major part in the Code assessable applications refusal.
Having said this, my greatest concern is the competence of the councillors themselves when determining the application.
If they were doing their job, they would not have relied on the report as it simply was not of an acceptable standard and provided insufficient detail to be used in making such a decision.
Surely at least one would have questioned it.
The community is entitled to better than this and will get their opportunity at the March 2016 local government elections.
