The City of Armadale has a Drop'n'Shop facility at the tip where people can take reusable items instead of placing them in landfill.
Ratepayers are charged for waste removal and recycling services, so Armadale Mayor Henry Zelones encouraged people to reuse items and compost.
He said the cost of putting waste in landfill was more than the cost of recycling, and moving waste around incurred additional transport costs.
The Shire of Serpentine-Jarrahdale disposed of 8400 tonnes of waste on behalf of residents in the last financial year, and 2300 tonnes of recycling was processed.
