Not every fam­ily can af­ford lessons.

Yes they should be com­pul­sory and if kids can’t swim their par­ents want flog­ging. Michelle you can teach chil­dren to swim your­self, you don’t have to pay for les­son if you can’t af­ford them.

Yes, and should be sub­sidised. Other coun­cils pro­vide ratepay­ers with vouchers for free swim­ming lessons with pro­viso pur­chase more.
