So a block of concrete is going to stop someone on foot with a backpack full of explosives, a machete, crowbar or gun ... makes sense. And these concrete bollards are not ‘fixed’. Overseas studies, where they are in place, has proven that a vehicle driving at even 50km/h can move them. Joanne Suseto
