Pedal tones abound in classical music and the idea (to play a melody against a static note) is as effective now as it has ever been. Players like Larry Carlton use intervallic ideas like this to great effect. For this example the notes on the fourth string are played with down picks and the notes on the second string are plucked with the second finger.
