I KNOW this is a tele­movie, kind of B-grade, but it still man­ages to de­liver a big sur­prise start as ef­fec­tive as any­thing 10 times its bud­get. OK, five times. It’s the be­gin­ning of a case that brings ‘‘ re­tired’’ po­lice chief Jesse Stone — Tom Sel­leck — back to the force. Tem­po­rar­ily. He’s look­ing good. He’s stopped dye­ing his hair that very black shade of black. But ev­ery­thing else is bad. The cop who took his job is dead, and ev­ery­one else has left, so it’s ba­si­cally just him and his hand­some dog, and a cou­ple of Par­adise city coun­cil­lors. And that beau­ti­ful Nova Sco­tia lo­ca­tion.
