New build­ing works de­ci­sion en­sures fair com­pe­ti­tion

RES­I­DENTS across the re­gion want­ing to source build­ing cer­ti­fi­ca­tion ser­vices will now need to con­tact pri­vate build­ing cer­ti­fiers.

This fol­lows Bund­aberg Re­gional Coun­cil’s de­ci­sion to dis­con­tinue its build­ing cer­ti­fi­ca­tion sec­tion.

From this week, the coun­cil will no longer be ac­cept­ing ap­pli­ca­tions for build­ing works.

How­ever, the coun­cil will still pro­vide in­spec­tion ser­vices for any works that it has pre­vi­ously ap­proved, in­clud­ing is­suance of fi­nal in­spec­tion cer­tifi­cates.

Cr Ross Sommerfeld said in re­cent years the de­mand for this ser­vice from coun­cil sources had dras­ti­cally di­min­ished to a point where it was now not vi­able to main­tain the ser­vice.

“We have two em­ploy­ees en­gaged in this field and both have been in dis­cus­sion with coun­cil re­gard­ing their fu­ture roles,” he said.

The cer­ti­fi­ca­tion of build­ings was solely coun­cil-based but it was opened to pri­vate en­ter­prise to en­sure com­pe­ti­tion and to en­able ap­pli­ca­tions to be han­dled in a timely man­ner.

Cr Sommerfeld said build­ing in­spec­tors had been a part and par­cel of the coun­cil’s work­force for decades but there was now such sig­nif­i­cant com­pe­ti­tion in the mar­ket­place that the coun­cil had deemed it ap­pro­pri­ate to with­draw this ser­vice.

“Coun­cil will still pro­vide a gen­eral en­quiry ser­vice for those seek­ing ad­vice about build­ing mat­ters, which can be ac­cessed by phone or over the counter at the coun­cil’s main ad­min­is­tra­tion cen­tre in Bour­bong St,” Cr Sommerfeld said.

Coun­cil will also con­tinue to hold all records, past and present, re­lat­ing to build­ing ap­provals and in­spec­tions and the public will still have ac­cess to that re­source.

This in­cludes all de­tails of ap­provals granted by pri­vate build­ing cer­ti­fiers that are pro­vided to the coun­cil.

“I be­lieve the cer­ti­fi­ca­tion in­dus­try lo­cally will re­main well re­sourced with pro­fes­sion­als who can ca­pa­bly han­dle the re­quire­ments of any­one seek­ing in­spec­tions and cer­ti­fi­ca­tion ser­vices,” Cr Sommerfeld said.

“Peo­ple wish­ing to find a pri­vate build­ing cer­ti­fier should check the Yel­low Pages or sim­i­lar search en­gine.”
