Old ser­vice sta­tion to be re­de­vel­oped

A SER­VICE sta­tion in Padbury will be de­mol­ished and re­placed with a new one.

The pro­posal was con­di­tion­ally ap­proved at last week’s Metro North-West Joint Devel­op­ment As­sess­ment Panel meet­ing, which will see a $2.5 mil­lion re­de­vel­op­ment of the BP ser­vice sta­tion on the cor­ner of War­bur­ton and Marmion av­enues.

The ap­pli­ca­tion pro­posed a new six-pump BP sta­tion and ser­vice yard, with mod­i­fi­ca­tions to the ex­ist­ing ve­hi­cle en­try and exit points and foot­path, seven on-site park­ing bays, the re­moval of two on-site trees and the ad­di­tion of five trees be­tween the build­ing and Marmion Av­enue.

The ap­pli­cant has also in­di­cated their in­ten­tion to in­clude a drive-through cof­fee out­let as part of a fu­ture pro­posal.

That land use is not cur­rently per­mit­ted on the site but this could change pend­ing the out­come of the City of Joon­dalup’s draft lo­cal plan­ning scheme cur­rently with the WA Plan­ning Com­mis­sion for fi­nal con­sid­er­a­tion.

A meet­ing doc­u­ment said the pro­posal was not ad­ver­tised be­cause the use was “con­sis­tent with the ap­pli­ca­ble zon­ing and im­pacts pri­mar­ily on the streetscape rather than di­rectly on ad­join­ing or sur­round­ing landown­ers”.

It said it would “re­sult in a high-qual­ity built form for the site and sur­round­ing lo­cal­ity, with the ex­cep­tion of the pro­posed street set­back to War­bur­ton Av­enue”. The set­back re­quire­ment is for 9m, with the pro­posal set back at 6.05m to the ser­vice sta­tion build­ing and 3.1m to the canopy.

The doc­u­ment said this was “in­con­sis­tent with the ex­ist­ing set­backs of sur­round­ing and ad­ja­cent devel­op­ment” and it would “ad­versely im­pact the visual amenity of the streetscape”.

It was rec­om­mended the pro­posal be ap­proved with a con­di­tion of a min­i­mum 7m set­back. But act­ing spe­cial­ist mem­ber Fred Zuide­veld suc­cess­fully moved an amend­ment to re­move the con­di­tion.

Ac­cord­ing to the doc­u­ment, this was be­cause “the width of the canopy fac­ing War­bur­ton Av­enue has been re­duced sig­nif­i­cantly from the ex­ist­ing canopy and the im­pact of a can­tilever struc­ture is min­i­mal”.

The pro­posal was unan­i­mously ap­proved.
