New centre approved
DEVELOPERS have been given planning approval for a medical centre, pharmacy and childcare facility in Banksia Grove, despite residents’ concerns about its suitability, size and lighting.
The Wanneroo council recently gave conditional approval for Off2Site Project’s plans for the 4121sq m site at 2 Boomerang Loop.
The plans, modified since first lodged in December 2016, include a part one and twostorey building that will house the medical centre and pharmacy as well as a single storey childcare centre. There will also be 74 parking bays and four on-street bays.
During public consultation, the City received 43 submissions with 32 objecting to the development due to the “inappropriateness” of the land uses, potential amenity impacts, building bulk, increased traffic and security concerns.
The March 27 council report said the medical centre and pharmacy were both permitted uses so the council could not refuse the application, and the childcare was a discretionary use.
“The closest child care centre is approximately 1km west of the subject site,” it said.
“Given that 11.3 per cent of the Banksia Grove population is within the zero to four-yearold age bracket (compared to the Wanneroo average of 8 per cent), there may be a higher demand for childcare services.”
Nearby residents raised concerns about the impact of lighting during public question time.
City planning and sustainability director Mark Dickson said those would be addressed through a lighting plan the applicant had to submit as one of the conditions of approval.
Councillors unanimously approved the application, with some saying it was a “good development” that met planning requirements.
Conditions limit the maximum numbers on site at any time to 74 children and 14 staff at the childcare centre and eight consultants at the medical centre.
The council changed the landscaping condition to require mature trees for shade in the outdoor play areas at the childcare centre.
