New cen­tre ap­proved

DE­VEL­OP­ERS have been given plan­ning ap­proval for a med­i­cal cen­tre, pharmacy and child­care fa­cil­ity in Banksia Grove, despite res­i­dents’ con­cerns about its suit­abil­ity, size and light­ing.

The Wan­neroo council re­cently gave con­di­tional ap­proval for Of­f2Site Pro­ject’s plans for the 4121sq m site at 2 Boomerang Loop.

The plans, mod­i­fied since first lodged in De­cem­ber 2016, in­clude a part one and two­s­torey build­ing that will house the med­i­cal cen­tre and pharmacy as well as a sin­gle storey child­care cen­tre. There will also be 74 park­ing bays and four on-street bays.

Dur­ing pub­lic con­sul­ta­tion, the City re­ceived 43 sub­mis­sions with 32 ob­ject­ing to the de­vel­op­ment due to the “in­ap­pro­pri­ate­ness” of the land uses, po­ten­tial amenity im­pacts, build­ing bulk, in­creased traf­fic and se­cu­rity con­cerns.

The March 27 council re­port said the med­i­cal cen­tre and pharmacy were both per­mit­ted uses so the council could not refuse the ap­pli­ca­tion, and the child­care was a dis­cre­tionary use.

“The clos­est child care cen­tre is ap­prox­i­mately 1km west of the sub­ject site,” it said.

“Given that 11.3 per cent of the Banksia Grove pop­u­la­tion is within the zero to four-yearold age bracket (com­pared to the Wan­neroo av­er­age of 8 per cent), there may be a higher de­mand for child­care ser­vices.”

Nearby res­i­dents raised con­cerns about the im­pact of light­ing dur­ing pub­lic ques­tion time.

City plan­ning and sus­tain­abil­ity di­rec­tor Mark Dick­son said those would be ad­dressed through a light­ing plan the ap­pli­cant had to sub­mit as one of the con­di­tions of ap­proval.

Coun­cil­lors unan­i­mously ap­proved the ap­pli­ca­tion, with some say­ing it was a “good de­vel­op­ment” that met plan­ning re­quire­ments.

Con­di­tions limit the max­i­mum num­bers on site at any time to 74 chil­dren and 14 staff at the child­care cen­tre and eight con­sul­tants at the med­i­cal cen­tre.

The council changed the land­scap­ing con­di­tion to re­quire ma­ture trees for shade in the out­door play ar­eas at the child­care cen­tre.
