Coun­cil­lors are elected res­i­dents, ratepay­ers and busi­ness own­ers. If you’re rent­ing you are still en­ti­tled to vote - and busi­ness own­ers who live in the same coun­cil they trade in re­ceive two votes.

The Mayor and coun­cil­lors de­ter­mine most applications made to coun­cil. Coun­cils of­ten del­e­gate many day-to-day de­ci­sions to their ad­min­is­tra­tion staff but set the poli­cies that guide those out­comes.

The Mayor has the cast­ing vote if coun­cil is dead­locked on a de­ci­sion. This is true, although the Mayor can change their orig­i­nal vote when de­ter­min­ing the fi­nal out­come.

The Mayor and coun­cil­lors de­ter­mine a CEO’s salary in ac­cor­dance with salary bands. The Salaries and Al­lowances Tri­bunal re­views and ad­just th­ese bands an­nu­ally.
