At the bottom of the iTunes Store app on your iPad, check that the Apple ID is the same as the one that appears when you click your name at the top of the iTunes window on the MacBook. The balance underneath your Apple ID there doesn’t update in real time. So if you leave that menu open and buy something on your iPad, the account balance on the MacBook will stay the same. But reopening it (or at worst signing out of your Apple ID and then in again) ought to sync them up. If not, call Apple’s customer services because something has gone very wrong.
