Ms Paepaerei was found in an upstairs bedroom of her Chester St home by a family member who called police in the early hours of last Tuesday morning.
A Federal Government spokeswoman said in April the Council of Australian Government’s (COAG) agreed to take urgent collective action to address the unacceptable level of violence against women. A progress report is due back before the end of the year. The spokeswoman said legal responses fall “within the constitutional responsibility of State and Territory governments”.
The NSW Attorney General’s office did not reply to questions before deadline.
Mr Homann remains in custody. He is due to appear when the case is heard again at Penrith Court on Friday.
A candlelight vigil was held at Blacktown on Monday night for Ms Paepaerei and baby Mia, while the Women’s Activity and Self Help House (WASH) at Mt Druitt is organising an event next Thursday from 1-2pm at Dawson Mall.
