The 70-200mm has bet­ter build qual­ity and a con­stant aper­ture of f/2.8 when used on its own. The AF-S TC-20E III causes very lit­tle degra­da­tion of sharp­ness and AF speed com­pared to older mod­els, but it’s still no­tice­able. Go for the 70-200mm and tele­con­verter if you don't go be­yond 200mm too reg­u­larly, but the 80-400mm lens is a bet­ter choice if you need more tele­photo reach more of­ten.
