I have long been in­trigued by a para­graph in the work di­ary to be found un­der the ‘fre­quently asked ques­tions’ sec­tion that reads as fol­lows: “Does a driver who has low English lit­er­acy have to use a work di­ary?”

The an­swer: “If a driver is un­able to make records in a work di­ary be­cause of in­ad­e­quate English lit­er­acy, the driver may ap­ply to the Na­tional Heavy Ve­hi­cle Reg­u­la­tor ( NHVR) for a work di­ary ex­emp­tion per­mit. The driver must have a nom­i­nee who will be able to make work di­ary records on the driver’s be­half.”

Se­ri­ously? We have peo­ple out there driv­ing heavy ve­hi­cles who are il­lit­er­ate? Can’t fill out a work di­ary but can drive a po­ten­tially lethal ma­chine.
