Head­work con­tri­bu­tions are used to de­fray coun­cil costs in­curred in pro­vid­ing pub­lic ser­vices to new de­vel­op­ments.

Since head­work con­tri­bu­tions peaked at $12.3 mil­lion in the 2008/9 fi­nan­cial year, de­vel­op­ment in the Cairns re­gion has ground to a halt.
