Mayor re­ceives copy of de-amal­ga­ma­tion reg­u­la­tions

CAIRNS Re­gional Coun­cil Mayor Bob Man­ning has re­ceived a draft copy of the lo­cal government dea­mal­ga­ma­tion reg­u­la­tions that out­line the process of the tran­si­tion pe­riod for all split­ting coun­cils.

While only a draft, it is the start of the tran­si­tion pe­riod un­til a new Dou­glas Shire Coun­cil be­gins from Jan­uary 1, 2014.

Mayor Man­ning said it pro­vides for the ap­point­ment by Lo­cal Government Min­is­ter David Crisa­fulli for the tran­si­tion man­ager who will over­see the whole process, in­clud­ing set­ting up a new coun­cil and split­ting CRC’s as­sets.

‘‘The tran­si­tion man­ager will have a close as­so­ci­a­tion with our CEO down here in terms of the dea­mal­ga­ma­tion process and the di­vi­sion that’s got to oc­cur as we go for­ward,’’ he said.

‘‘Things are start­ing to move but we can’t do any­thing here, we will re­act to di­rec­tion given to us by the Government and in the mean­time we will con­tinue on draft­ing our bud­get for 2013/2014.

‘‘Even though in mid­dle of that there will be an ex­cis­ing of part of the coun­cil to form a Dou­glas Shire Coun­cil and that will be ac­com­mo­dated in the tran­si­tion process.’’

The bud­getary process is in its early stages and CRC is ex­pected to work on the bud­get from next month.

Mayor Man­ning said the bud­get will be fair for all di­vi­sions of the CRC, how­ever any big de­ci­sions for Dou­glas will be post­poned so the new Dou­glas Shire Coun­cil can make the ap­pro­pri­ate de­ci­sion.

‘‘Do you think that in some­thing like this we could come up with an un­fair split, all hell would break loose,’’ he said.

‘‘How some­one de­fines fair may be dif­fer­ent but the idea is to pro­duce some­thing with no dis­ad­van­tage.

‘‘There will be some de­ci­sions which coun­cil may have made that are now post­poned be­cause they have got fu­ture com­mit­ments and quite rightly be­cause the new coun­cil needs to con­sider whether they go that way.’’

Mr Man­ning said he ex­pects a cou­ple of in­ci­dents will arise dur­ing the bud­getary process and they will be con­sid­ered by a tran­si­tionary com­mit­tee, which will con­sist of the CRC CEO and tran­si­tion man­ager and any dis­pu­ta­tion will get re­ferred for ad­ju­di­ca­tion by the Min­is­ter.
