Mayor receives copy of de-amalgamation regulations
CAIRNS Regional Council Mayor Bob Manning has received a draft copy of the local government deamalgamation regulations that outline the process of the transition period for all splitting councils.
While only a draft, it is the start of the transition period until a new Douglas Shire Council begins from January 1, 2014.
Mayor Manning said it provides for the appointment by Local Government Minister David Crisafulli for the transition manager who will oversee the whole process, including setting up a new council and splitting CRC’s assets.
‘‘The transition manager will have a close association with our CEO down here in terms of the deamalgamation process and the division that’s got to occur as we go forward,’’ he said.
‘‘Things are starting to move but we can’t do anything here, we will react to direction given to us by the Government and in the meantime we will continue on drafting our budget for 2013/2014.
‘‘Even though in middle of that there will be an excising of part of the council to form a Douglas Shire Council and that will be accommodated in the transition process.’’
The budgetary process is in its early stages and CRC is expected to work on the budget from next month.
Mayor Manning said the budget will be fair for all divisions of the CRC, however any big decisions for Douglas will be postponed so the new Douglas Shire Council can make the appropriate decision.
‘‘Do you think that in something like this we could come up with an unfair split, all hell would break loose,’’ he said.
‘‘How someone defines fair may be different but the idea is to produce something with no disadvantage.
‘‘There will be some decisions which council may have made that are now postponed because they have got future commitments and quite rightly because the new council needs to consider whether they go that way.’’
Mr Manning said he expects a couple of incidents will arise during the budgetary process and they will be considered by a transitionary committee, which will consist of the CRC CEO and transition manager and any disputation will get referred for adjudication by the Minister.
