Coun­cil­lor in the dark

DI­VI­SION 10 Coun­cil­lor Ju­lia Leu is be­ing kept in the dark on the draft reg­u­la­tions sur­round­ing de-amal­ga­ma­tion from Cairns Re­gional Coun­cil.

The draft copy of the lo­cal government dea­mal­ga­ma­tion reg­u­la­tions was re­leased last week to Mayor Bob Man­ning, CEO Peter Tab­ulo and se­nior staff, how­ever Cr Leu has been re­fused any ac­cess.

The draft de­tails the pro­posed path to dea­mal­ga­ma­tion with stake­hold­ers asked to sug­gest any amend­ments be­fore it is re­leased pub­licly next month.

Cr Leu said her main con­cern is hear­ing that a tran­si­tion com­mit­tee will con­sist of only the yet to be ap­pointed tran­si­tion man­ager and CEO of CRC - with­out any lo­cal rep­re­sen­ta­tion.

‘‘If this is not changed we will have the ex­ist­ing CRC CEO and the tran­si­tion man­ager will be our ad­vo­cate,’’ Cr Leu said.

‘‘There must be stake­hold­ers that are able to in­form the process and it also needs to be trans­par­ent and ac­count­able - it’s a vi­tal process prior to the full es­tab­lish­ment of the new coun­cil.

Cr Leu said re­peated at­tempts to ac­cess the draft and speak with the Min­is­ter about why there might only be two peo­ple on the tran­si­tion com­mit­tee have been ig­nored.

‘‘A com­mit­tee of two is not an open and trans­par­ent process, par­tic­u­larly when there is no coun­cil­lors, staff rep­re­sen­ta­tives or key stake­hold­ers not ap­pointed,’’ she said.

Cr Leu said a lo­cal tran­si­tional com­mit­tee will help keep the process trans­par­ent and make sure it is fair in the di­vi­sion of as­sets and li­a­bil­i­ties to the new Dou­glas Shire.

‘‘I am de­ter­mined de­ter­mined that we must be treated eq­ui­tably and fairly in the tran­si­tion process and the only way to have that is with an ac­count­able process,’’ she said.

Min­is­ter Crisa­fulli could not be reached for com­ment.
