Councillor in the dark
DIVISION 10 Councillor Julia Leu is being kept in the dark on the draft regulations surrounding de-amalgamation from Cairns Regional Council.
The draft copy of the local government deamalgamation regulations was released last week to Mayor Bob Manning, CEO Peter Tabulo and senior staff, however Cr Leu has been refused any access.
The draft details the proposed path to deamalgamation with stakeholders asked to suggest any amendments before it is released publicly next month.
Cr Leu said her main concern is hearing that a transition committee will consist of only the yet to be appointed transition manager and CEO of CRC - without any local representation.
‘‘If this is not changed we will have the existing CRC CEO and the transition manager will be our advocate,’’ Cr Leu said.
‘‘There must be stakeholders that are able to inform the process and it also needs to be transparent and accountable - it’s a vital process prior to the full establishment of the new council.
Cr Leu said repeated attempts to access the draft and speak with the Minister about why there might only be two people on the transition committee have been ignored.
‘‘A committee of two is not an open and transparent process, particularly when there is no councillors, staff representatives or key stakeholders not appointed,’’ she said.
Cr Leu said a local transitional committee will help keep the process transparent and make sure it is fair in the division of assets and liabilities to the new Douglas Shire.
‘‘I am determined determined that we must be treated equitably and fairly in the transition process and the only way to have that is with an accountable process,’’ she said.
