Pro­posed changes to the hous­ing sit­u­a­tion at Moss­man Gorge in­clude:

Con­vert the im­proved Abo­rig­i­nal Re­serve land to or­di­nary free­hold and trans­fer this land from the Queens­land government to BBN.

All free­hold land will be sub­di­vided in­clud­ing all steps for de­sign, sur­vey, devel­op­ment ap­proval and reg­is­tra­tion of the new lots.

BBN will lease the so­cial hous­ing stock land ot the State for a 40-year term, se­cur­ing them as so­cial hous­ing stock, man­aged and main­tained by the state.

Queens­land Government would pay rates to the Cairns Re­gional Coun­cil for in­di­vid­ual so­cial hous­ing lots for the term of the 40-year lease.

Coun­cil to take on re­spon­si­bil­ity for mu­nic­pal ser­vices for all in­di­vid­ual blocks reg­is­tered.

The Queens­land and Fed­eral Gov­ern­ments would as­sist BBN to de­velop home own­er­ship/leas­ing poli­cies and pre­pare val­u­a­tions for the sale/lease of houses.

40-year leases will not in­hibit home own­er­ship op­por­tu­ni­ties.
