Proposed changes to the housing situation at Mossman Gorge include:
Convert the improved Aboriginal Reserve land to ordinary freehold and transfer this land from the Queensland government to BBN.
All freehold land will be subdivided including all steps for design, survey, development approval and registration of the new lots.
BBN will lease the social housing stock land ot the State for a 40-year term, securing them as social housing stock, managed and maintained by the state.
Queensland Government would pay rates to the Cairns Regional Council for individual social housing lots for the term of the 40-year lease.
Council to take on responsibility for municpal services for all individual blocks registered.
The Queensland and Federal Governments would assist BBN to develop home ownership/leasing policies and prepare valuations for the sale/lease of houses.
40-year leases will not inhibit home ownership opportunities.
