Let’s clear the air
I WANT to clear the air and stop all the rumours around ‘‘what next’’ for de-amalgamation. The following is what is proposed and if there are any changes he will update the community immediately. An independent transition manager will be appointed by the Minister for Local Government, David Crisafulli, in April with the same powers as the existing chief executive. He or she will have access to all information and documentation. The principle role will be to undertake the orderly transition from the Cairns Regional Council and the construction of the new council to operational level which is expected to take many months. The transition manager will work closely with the existing CEO and monthly reports will be given to the Director-General of the Department of Local Government. Any irregularities or disputes will be dealt with by the DG with the Minister for Local Government being the final arbiter. The transitional manager may take advice from a local committee if appropriate. He or she will be employed until January 1, 2014, when he will take over as interim CEO of the new council until either reformed or replaced. The election of an interim council will take place in November. This will give time to allow the transition to be completed and the community to put forward suitable candidates who can work together to make the transition a success. For this reason there will be no divisions in the interim council, but divisions may be available at the next local council elections in 2016. The election will be on a first-past-the-post basis. The CRC will remain in place until January 1, 2014, and will have full powers. It will be business as usual. Finally, any removal of plant equipment or consumable items will be taken into account in the transition process. This is what is proposed and if there are any changes I will let the community know immediately.
