I WANT to clear the air and stop all the ru­mours around ‘‘what next’’ for de-amal­ga­ma­tion. The fol­low­ing is what is pro­posed and if there are any changes he will up­date the com­mu­nity im­me­di­ately. An in­de­pen­dent tran­si­tion man­ager will be ap­pointed by the Min­is­ter for Lo­cal Government, David Crisa­fulli, in April with the same pow­ers as the ex­ist­ing chief ex­ec­u­tive. He or she will have ac­cess to all in­for­ma­tion and doc­u­men­ta­tion. The prin­ci­ple role will be to un­der­take the or­derly tran­si­tion from the Cairns Re­gional Coun­cil and the con­struc­tion of the new coun­cil to op­er­a­tional level which is ex­pected to take many months. The tran­si­tion man­ager will work closely with the ex­ist­ing CEO and monthly re­ports will be given to the Di­rec­tor-Gen­eral of the De­part­ment of Lo­cal Government. Any ir­reg­u­lar­i­ties or dis­putes will be dealt with by the DG with the Min­is­ter for Lo­cal Government be­ing the fi­nal ar­biter. The tran­si­tional man­ager may take ad­vice from a lo­cal com­mit­tee if ap­pro­pri­ate. He or she will be em­ployed un­til Jan­uary 1, 2014, when he will take over as in­terim CEO of the new coun­cil un­til ei­ther re­formed or re­placed. The elec­tion of an in­terim coun­cil will take place in Novem­ber. This will give time to al­low the tran­si­tion to be com­pleted and the com­mu­nity to put for­ward suit­able can­di­dates who can work to­gether to make the tran­si­tion a success. For this rea­son there will be no di­vi­sions in the in­terim coun­cil, but di­vi­sions may be avail­able at the next lo­cal coun­cil elec­tions in 2016. The elec­tion will be on a first-past-the-post ba­sis. The CRC will re­main in place un­til Jan­uary 1, 2014, and will have full pow­ers. It will be busi­ness as usual. Fi­nally, any re­moval of plant equip­ment or con­sum­able items will be taken into ac­count in the tran­si­tion process. This is what is pro­posed and if there are any changes I will let the com­mu­nity know im­me­di­ately.
