CEO Peter Tab­ulo had been privy ‘‘for months’’ to the pro­posed staff struc­ture for the new Dou­glas Shire Coun­cil.

She said the leg­is­la­tion gave sole power to Mr Tab­ulo to be in a po­si­tion ‘‘ to make those de­ci­sions’’ (on the trans­fer num­bers).

The an­nounce­ment of the staff num­bers be­ing trans­ferred was at the 11th hour of the process and was a bomb­shell for the new coun­cil.

Cr Leu said she chal­lenged the gov­ern­ment’s leg­is­la­tion which had al­lowed this sit­u­a­tion to arise.

It could un­der­mine the new coun­cil if the sit­u­a­tion was al­lowed to con­tinue.

‘‘It is clear to ev­ery­one in our com­mu­nity that not only is this un­nec­es­sary but why do peo­ple [the CRC] do this?’’
