The cur­rent scare cam­paign by my op­po­nents is an at­tempt to dis­credit our Coun­cil’s ac­knowl­edged suc­cess in fi­nan­cial man­age­ment.

I want to as­sure the com­mu­nity that rates will not rise as stated by my op­po­nents, just like they didn’t rise as some pre­dicted fol­low­ing dea­mal­ga­ma­tion.

Un­der my lead­er­ship, the 3.9 per cent rate rise in 2015 was well below the fore­cast, and did not com­pro­mise the tar­get to to achieve sur­plus by 2019.

It should be noted that the cur­rent fi­nan­cial strat­egy to re­turn the bud­get to sur­plus was unan­i­mously ap­proved by all Coun­cil­lors in 2014.

This strat­egy, how­ever, is a fore­cast po­si­tion only and reg­u­larly re­vised tak­ing into ac­count ac­tual rev­enue and ac­tual ex­penses. As a re­sult, Coun­cil re­views and ad­justs the rates based on bud­get re­quire­ments at the time.

The good news is that we are al­ready well on track to out­per­form the 2015 bud­get. The scare cam­paign failed be­fore, and I trust it will again.
