Coun­cil knocks back term lim­its

BUN­BURY City Coun­cil has knocked back sug­ges­tions to put a limit on how many con­sec­u­tive terms a Mayor or coun­cil­lor was al­lowed to serve and giv­ing the chief ex­ec­u­tive of­fi­cer “a boss”.

As part of the State Gov­ern­ment’s re­view into the Lo­cal Gov­ern­ment Act, the coun­cil this week en­dorsed the sub­mis­sions it would lodge. A pro­posal from Cr Mur­ray Cook in­cluded lim­it­ing the num­ber of con­sec­u­tive terms a Mayor or shire pres­i­dent could sit to two terms – or eight years – while a coun­cil­lor could serve for three terms (12 years).

Cr Cook also pro­posed changes to gifts and travel con­tri­bu­tions un­der the act by sug­gest­ing no gifts or fi­nan­cial sup­port be pro­vided or ac­cepted by elected mem­bers, elim­i­nat­ing the need to re­port al­to­gether.

Both amend­ments were voted down by the coun­cil at this week’s meet­ing, along with an­other that pro­posed the chief ex­ec­u­tive of­fi­cer re­ports di­rectly to the Mayor.

“Cur­rently the CEO does not have a boss and op­er­ates in ac­cor­dance with coun­cil res­o­lu­tions,” Cr Cook told the coun­cil.

“Coun­cil res­o­lu­tions are open to in­ter­pre­ta­tion, we of­ten see the in­tent be­ing lost in im­ple­men­ta­tion, there are grey ar­eas that could be sorted out by hav­ing the CEO re­port di­rectly to the Mayor.

“The cur­rent sit­u­a­tion to­day here is work­ing well, but I have served through a pe­riod where the Mayor and CEO were at log­ger­heads all the time.”

While Mayor Gary Bren­nan told the South West­ern Times he sup­ported the idea of putting lim­i­ta­tions on elected mem­ber terms, he said he doubted the idea would get trac­tion at a State level.

The coun­cil did vote to in­clude one of Cr Cook’s amend­ments that in ex­pand­ing the role of coun­cil, con­sid­er­a­tion is given to pro­vide re­cur­rent fund­ing for re­gional fa­cil­i­ties such as art gal­leries and mu­se­ums.
