With a sprin­kler ban in place, now is a good time to mulch so your gar­den can re­tain mois­ture when it rains. 3. Clear your gar­den of weeds be­cause they tend to rob plants of nu­tri­ents. 4. Re­move old mulch from roses – it can hold a lot of in­sects and bugs. 5. Win­ter is the best time to plant, re­plant or di­vide plants that are get­ting too big. The ground is cooler so plants will not go into shock like they would in sum­mer.
