Amend­ment 46 to the City of South Perth’s town plan­ning scheme pro­poses to put height re­stric­tions on high-rise de­vel­op­ments and there­fore re­duce the amount of res­i­den­tial and com­mer­cial dwellings around the Mill Point penin­sula. Un­der the amend­ment, the Mill Point penin­sula would be re­moved from the spe­cial de­sign area which would re­duce de­vel­opable land by 16 per cent. In 2012, Amend­ment 25 had pro­posed to take away all height re­stric­tions on de­vel­op­ments and sought to trans­form the area into a key-in­ner city hub. Amend­ment 46 was in­tro­duced in 2015 to in re­sponse to res­i­dents con­cerns around Amend­ment 25’s lack of height re­stric­tions.
