City to vote on re­view of DAPs

CITY of Bel­mont coun­cil­lors will vote on a com­pre­hen­sive re­view of the op­er­a­tion and struc­ture of Devel­op­ment As­sess­ment Pan­els (DAP) tonight.

A coun­cil re­port said coun­cil rep­re­sen­ta­tives on the Met­ro­pol­i­tan Cen­tral Joint DAP, City of­fi­cers and com­mu­nity mem­bers were con­cerned about the op­er­a­tion and struc­ture of the JDAP.

“The com­po­si­tion of the DAP with three spe­cial­ist mem­bers and two lo­cal gov­ern­ment-elected mem­bers re­moves much of the plan­ning con­trol from the lo­cal coun­cil,” it said.

The coun­cil ul­ti­mately has to bear the con­se­quences of the DAP de­ci­sions.

“Re­gret­tably, the com­mu­nity does not ap­pre­ci­ate the process and will blame coun­cil­lors or the coun­cil as a whole.”

It said some DAP de­ci­sion had the ef­fect of “un­der­min­ing the strate­gic thought” be­hind lo­cal plan­ning schemes.

“This will ul­ti­mately lead to a very pre­scrip­tive ap­proach to devel­op­ment con­trol, with lit­tle room for vari­a­tion or in­no­va­tion,” the re­port said.

Bel­mont Mayor Phil Marks will write to Plan­ning Min­is­ter Donna Faragher, WA Plan­ning Com­mis­sion Chair­man and the Di­rec­tor Gen­eral of the Depart­ment of Plan­ning and out­line the City’s con­cerns – if the mo­tion is passed.

The re­port said the “stifling of in­no­va­tion as a con­se­quence of the DAP hav­ing lim­ited con­cern for strate­gic and pol­icy in­tent would be dis­ap­point­ing”.
