THE City of South Perth Res­i­dents As­so­ci­a­tion is dis­ap­pointed to see that at the re­cent an­nual West­ern Aus­tralian Lo­cal Gov­ern­ment As­so­ci­a­tion con­fer­ence, a soft op­tion was taken against the De­vel­op­ment As­sess­ment Pan­els process.

In­stead of vot­ing to take the stance to scrap the process com­pletely, the con­fer­ence only voted to ask for an in­de­pen­dent re­view into the sys­tem.

The as­so­ci­a­tion does not be­lieve the out­come was a win for the com­mu­nity as sug­gested by the Town of Victoria Park and the City of South Perth rep­re­sen­ta­tives, but as a win for the Bar­nett Gov­ern­ment’s con­tin­ued at­tack on the demo­crat­i­cally elected lo­cal coun­cils.

Given that more than 15 coun­cils have al­ready raised con­cerns with the pan­els and have voted to scrap them, th­ese coun­cils now have to go against their ratepay­ers’ re­quests and set­tle for a “no win” sit­u­a­tion.

De­vel­op­ers will con­tinue to use the sys­tem to get around lo­cal coun­cil plan­ning reg­u­la­tions with no re­gard to lo­cal coun­cil guide­lines or the res­i­dents.

The as­so­ci­a­tion will con­tinue to lobby its coun­cil and the State Gov­ern­ment in seek­ing to have the DAP process abol­ished and leave the ap­proval of build­ing de­vel­op­ments in the hands of lo­cal gov­ern­ment.
