Re­move leaves from basil stalks. Re­serve small leaves to gar­nish dish. Finely chop large leaves. Heat oil in a medium saucepan over medium−high heat; cook gar­lic and basil stems, stir­ring, for 1 minute or un­til fra­grant. Add toma­toes and the wa­ter; bring to the boil. Re­duce heat, sim­mer for 15 min­utes or un­til sauce thick­ens. Dis­card basil stems. Stir in the chopped basil.
