RACE­LESS DAY NAMED; NEW START TIMES The hold­ing of horse or dog races on the first Saturday of every cal­en­dar month is for­bid­den un­der Na­tional Se­cu­rity Reg­u­la­tions is­sued yes­ter­day. The first race­less Saturday will be Oc­to­ber 3. The reg­u­la­tions for­bid the start­ing of any race be­fore 1.45 o’clock on a Saturday af­ter­noon, and pro­vide that the last race must not start later than 5.15 o’clock. They limit the max­i­mum num­ber of events at a horse race meet­ing to seven and at a dog meet­ing to 10.
