FLOODS oc­cur be­cause the sea or a river rises or it rains, so it shouldn’t be too hard for the in­surance in­dus­try to reach a stan­dard def­i­ni­tion, As­sis­tant Trea­surer Bill Shorten says. The mat­ter came to a head af­ter re­cent se­vere flood­ing. Many home own­ers dis­cov­ered they weren’t cov­ered. ‘‘ There’s three or four cat­e­gories of wa­ter in­un­da­tion,’’ Mr Shorten told re­porters in Bris­bane on Fri­day. ‘‘ It ei­ther comes from the sea, a storm or it may be come from a storm in a dif­fer­ent part which leads to river lev­els ris­ing and then you get flooded.
