Car­bon tar­iff warn­ing

THE gov­ern­ment’s cli­mate change ad­viser has warned against a re­turn to ‘‘ old­style pro­tec­tion’’ if im­ports were taxed to help lo­cal in­dus­try off­set the ef­fect of a car­bon price. Pro­fes­sor Ross Gar­naut made the com­ments in re­sponse to calls from the man­u­fac­tur­ing sec­tor for car­bon tar­iffs to ‘‘ level the play­ing field’’ for lo­cal man­u­fac­tur­ers that were ex­posed to competition from off­shore. ‘‘ It is very hard to put taxes on im­ports with­out it be­com­ing an av­enue for undis­ci­plined old style pro­tec­tion,’’ Prof Gar­naut said. ‘‘ A tax at the bor­der will just be pres­sure on gov­ern­ment to keep out im­ports and that has no log­i­cal end point.’’
