Restau­rant plans re­jected again

PLANS for a restau­rant in Carabooda have been knocked back by Wanneroo coun­cil­lors for the sec­ond time.

The ap­pli­ca­tion for de­vel­op­ment at a laven­der farm on Old Yanchep Road was pre­sented to the coun­cil on Tues­day night, where coun­cil­lors unan­i­mously sup­ported the City’s rec­om­men­da­tion for re­fusal.

The own­ers had me­di­ated with the City af­ter their pro­posal was first re­jected last De­cem­ber and made amend­ments to in­clude land­scap­ing and sig­nage aimed at pre­vent­ing noise, odour and spray drift from sur­round­ing prop­er­ties .

How­ever, the City deemed th­ese not to ad­e­quately ad­dress the rea­sons for re­fusal.

Cr Dianne Guise said it was im­por­tant to main­tain and pro­tect in­ten­sive agri­cul­ture land uses in the area, which is within the ru­ral re­source zone. She told the cham­ber she did not want to talk down a busi­ness op­por­tu­nity but the in­ten­sive agri­cul­ture in the area was of greater im­por­tance.

“It would be far bet­ter while en­cour­ag­ing the op­er­a­tor to con­tinue the laven­der farm, we look at plan­ning (and) zon­ing,” she said.

As part of the De­cem­ber de­ci­sion, the City is draft­ing a lo­cal plan­ning pol­icy to guide fu­ture ap­pli­ca­tions for sen­si­tive land uses in ru­ral ar­eas, which Cr Guise was ea­ger to see de­vel­oped.
