REVISED plans for a controversial 43-storey development in Scarborough are being recommended for approval.

The Metropolitan Redevelopment Authority released on Tuesday a planning assessment report of the amended development application lodged by Chinese developer 3 Oceans in March.

The proposal is for a 43-storey and 33-storey mixed use development comprising apartments, a hotel, WA market hall and coastal experience centre at the corner of Scarborough Beach Road and West Coast Highway.

The height of the lower tower has been reduced from 38 storeys previously.

The report said the City of Stirling raised concerns about parking, traffic and transport, which were echoed by the Department of Transport and MRA, but the latter said if they could be resolved, it would support the development subject to conditions.

There were 1445 submissions made during the public consultation period, with 55 per cent in support and 44 per cent against.

Developers 3 Oceans have reduced the height of one of the buildings from 38 storeys to 33 in their new submission.
