COUN­CIL’S Master Plan and Fea­si­bil­ity Study failed to state how many in­ter­na­tional flights would be needed per day or per week to jus­tify the $59 mil­lion cost in the first five years to es­tab­lish an in­ter­na­tional air­port.

And did the $59,186,105 as quoted in the fea­si­bil­ity study for the first five years in­clude the cost of immigration, cus­toms, quar­an­tine, air traf­fic con­trollers, bag­gage han­dlers, cater­ing and other staff?
