Gewog Development Grant
T he Ministry of Finance has recently approved the Gewog Development Grant Guidelines 2014 retrospectively from July 1, this year. It was on hold for some time to study pros and cons, and to study the last year s budget use. Due to the complex nature of the grant the government has come out with the new guidelines that are practical.
In order to strengthen the decentralization process at the grass root level the government has initiated the Gewog Development Grant over and above the regular budget provided by the government to the Gewogs.
The Gewogs are in the best position to know their specific local needs and priorities. The Gewogs will benefit from this grant by enjoying discretionary choice and flexibility in allocation of the grant across the various sectors within their locality.
Each Gewogs will be granted a sum of Nu. 2 million per annum and will be distributed to all chiwogs equally irrespective of number of households, population and size. The Chiwog has the authority to use their share of grant for basic development activities within the Chiwog. Moreover in case where more than two or more Chiwogs want to combine the resources for a common project that would benefit the people of both the Chiwogs , it will be allowed upon the consensus of the public of the respective Chiwogs. The grant can also be used to co – fund the development activities covered by the annual budget and can be used to fund immediate disaster relief activities.
The grant will be released to the Gewog budget on an annual basis under the separate budget head and will form a part of annual national budget. The total cost of the activities funded by the grant must not exceed Nu. 2 million per annum and the Department of Budget shall release the full grant to the respective Gewogs annually.
The Chiwogs working committee of five members from the users group chaired by the Tshogpa will monitor the activities. The payment to the concerned party will be released only after the verification by the working committee’s members. All the activities shall be implemented in accordance with the established financial and procurement rules and regulations of the government. The Chiwog or Group of Chiwogs must submit their proposal on the activities / common activities for Gewog Tshodge’s approval and after the approval of the GT , the activities will be implemented directly by the Chiwogs.
With the Gewog development grant in place many people will be benefited and as all the information with regard to the GDG shall be displayed to the public, we hope things will be transparent and the needy people will benefit.
