Ge­wog De­vel­op­ment Grant

T he Min­istry of Fi­nance has re­cently ap­proved the Ge­wog De­vel­op­ment Grant Guide­lines 2014 ret­ro­spec­tively from July 1, this year. It was on hold for some time to study pros and cons, and to study the last year s bud­get use. Due to the com­plex na­ture of the grant the gov­ern­ment has come out with the new guide­lines that are prac­ti­cal.

In or­der to strengthen the de­cen­tral­iza­tion process at the grass root level the gov­ern­ment has ini­ti­ated the Ge­wog De­vel­op­ment Grant over and above the reg­u­lar bud­get pro­vided by the gov­ern­ment to the Gewogs.

The Gewogs are in the best po­si­tion to know their spe­cific lo­cal needs and pri­or­i­ties. The Gewogs will ben­e­fit from this grant by en­joy­ing dis­cre­tionary choice and flex­i­bil­ity in al­lo­ca­tion of the grant across the var­i­ous sec­tors within their lo­cal­ity.

Each Gewogs will be granted a sum of Nu. 2 mil­lion per an­num and will be dis­trib­uted to all chi­wogs equally ir­re­spec­tive of num­ber of house­holds, pop­u­la­tion and size. The Chi­wog has the au­thor­ity to use their share of grant for ba­sic de­vel­op­ment ac­tiv­i­ties within the Chi­wog. More­over in case where more than two or more Chi­wogs want to com­bine the re­sources for a common project that would ben­e­fit the peo­ple of both the Chi­wogs , it will be al­lowed upon the con­sen­sus of the pub­lic of the re­spec­tive Chi­wogs. The grant can also be used to co – fund the de­vel­op­ment ac­tiv­i­ties cov­ered by the an­nual bud­get and can be used to fund im­me­di­ate dis­as­ter re­lief ac­tiv­i­ties.

The grant will be re­leased to the Ge­wog bud­get on an an­nual ba­sis un­der the sep­a­rate bud­get head and will form a part of an­nual na­tional bud­get. The to­tal cost of the ac­tiv­i­ties funded by the grant must not ex­ceed Nu. 2 mil­lion per an­num and the Depart­ment of Bud­get shall re­lease the full grant to the re­spec­tive Gewogs an­nu­ally.

The Chi­wogs work­ing com­mit­tee of five mem­bers from the users group chaired by the Tshogpa will mon­i­tor the ac­tiv­i­ties. The pay­ment to the con­cerned party will be re­leased only after the ver­i­fi­ca­tion by the work­ing com­mit­tee’s mem­bers. All the ac­tiv­i­ties shall be im­ple­mented in ac­cor­dance with the es­tab­lished fi­nan­cial and pro­cure­ment rules and reg­u­la­tions of the gov­ern­ment. The Chi­wog or Group of Chi­wogs must sub­mit their pro­posal on the ac­tiv­i­ties / common ac­tiv­i­ties for Ge­wog Tshodge’s ap­proval and after the ap­proval of the GT , the ac­tiv­i­ties will be im­ple­mented di­rectly by the Chi­wogs.

With the Ge­wog de­vel­op­ment grant in place many peo­ple will be ben­e­fited and as all the in­for­ma­tion with re­gard to the GDG shall be dis­played to the pub­lic, we hope things will be trans­par­ent and the needy peo­ple will ben­e­fit.
