Mem­ber of Par­lia­ment from Kilkhorthang-Men­drel­gang in Tsir­ang , MP Yo­gesh Ta­mang ques­tioned Ly­onch­hen dur­ing the ques­tion and hour ses­sion in the na­tional assem­bly last Tues­day stat­ing that the im­por­tance of proper de­vel­op­ment was known to all and since 1961, Gov­ern­ment of In­dia (GoI) has been the ma­jor de­vel­op­ment part­ner.

He ques­tioned that 546Km long Thimphu-Trashigang dou­ble lin­ing works un­der im­ple­men­ta­tion is also be­ing funded by GoI. How­ever, it has been ob­served that such an im­por­tant project es­ti­mated to cost over Nu. 6bn and it was not in­cluded in the 11th Five Year Plan (FYP).

For that he asked Ly­onch­hen that is the im­ple­men­ta­tion of dou­ble lin­ing of East-West high way at the cost of other de­vel­op­ment plans and pro­grams that are al­ready in­cluded in the 11th FYP.

Re­spond­ing to the ques­tion Ly­onch­hen Tsh­er­ing Tob­gay said that the con­struc­tion of the East-West high way would re­quire lots of money but there won’t be any in­ter­rup­tion to the other de­vel­op­ment plans and pro­grams that are al­ready in the 11th FYP.

Ly­onch­hen said that there won’t be any dis­tur­bances for the de­vel­op­ment ac­tiv­i­ties for the Tsir­ang Dzongkhag and more­over to the Kilkhorthang-Men­drel­gang con­stituency.

He said that the EastWest high way dou­ble lin­ing has been in­cluded in the 11th FYP and it is not that two ve­hi­cles can ply at a time but to widen to some ex­tent. He said that three dif­fer­ent places have been iden­ti­fied for the widen­ing of the road, which are in­cluded for the 11th FYP, for in­stance: from Kheri - Yadi, Wang­due - Ch­huzerbu and Sim­tokha-Wang­due are only in­cluded in the 11th FYP for road widen­ing. He said for that pur­pose the amount al­lo­cated was only Nu 1.3bn.

“If 11th FYP wants to be ful­filled, then our eco­nomic ac­tiv­i­ties has to be in­creased and through eco­nomic ac­tiv­i­ties , we have to make self re­liance and if the de­vel­op­ment of a com­mu­nity has to be made then it is very im­por­tant to make Thimphu - Trashigang high way dou­ble lin­ing. That’s what the gov­ern­ment has de­cided”, said Ly­onch­hen.

Ly­onch­hen fur­ther men­tioned that if that has to be made, then Kheri-Yadi road is not meant for ren­o­va­tion but to make it big­ger and sim­i­larly Wang­due - Ch­huzerbu and Sim­tokha-Wang­due high way was finalized to make it dou­ble lin­ing and more­over the road in be­tween TrongsaCh­huzerbu also has to be made dou­ble lin­ing and finalized. And the to­tal dis­tance is about 45Km. Ly­onch­hen said that dou­ble lin­ing also needs to be done in be­tween Trashigang -Lingmithang which is also about 138 Km and that is also be­ing finalized.

Ly­onch­hen said that gov­ern­ment had de­cided to add another 238km of road for dou­ble lin­ing with the good qual­ity.

He said that for 11th FYP for the pur­pose of roads Nu 1.3bn has been al­lo­cated and start­ing from Thimphu till Trashigang, if that has to be made with good qual­ity then the to­tal amount re­quired would be Nu.6bn. Ly­onch­hen said that for start­ing of the work, Nu. 4.6bn has been finalized by Gov­ern­ment of In­dia (GoI) and we have al­ready started the works but in the mean time trav­el­ers will be fac­ing some prob­lems.

Ly­onch­hen said that if Thimphu – Trashigang high way is ex­tended then the truck to­day which takes about 20 hrs, but after the com­ple­tion of work, they will take only about 13 to 14 hrs for the trans­porta­tion. He said that nat­u­rally it will be ben­e­fited for the eco­nomic de­vel­op­ment and it will be con­ve­nient for the peo­ple of six East­ern Dzongkhags those who comes to Thimphu to do the works.

He fur­ther said that dou­ble lin­ing of Thimphu-Trashigang high way will be ben­e­fit­ted to all the peo­ple and not only that but also for the hy­dro power sec­tors in the East­ern Dzongkhag. Th­ese will ben­e­fits for the on­go­ing Kho­longchhu project and more­over it will ben­e­fit for the up­com­ing Rot­poshong project and other project since the fea­si­bil­ity of the project has been done.

Ly­onch­hen said dur­ing 10th FYP, the to­tal amount was only Nu.148bn and as com­pare to 10th FYP there is in­crease of 44 per­cent in 11th FYP. Dur­ing the 11th FYP, there is 213bn. He fur­ther said that for the new de­vel­op­ment pur­poses, Nu.92bn has been al­lo­cated and from that to­tal amount GoI has granted with Nu.45bn.

Out of 45bn, for the project tied as­sis­tance (PTA), a to­tal of 86 big projects have been finalized and the work has been started and for 300 small projects and gov­ern­ment has planned to do another 400 projects more, Ly­onch­hen added.

Mean­while, Ly­onch­hen re­minded that for the dou­ble lin­ing of the Thimphu - Trashigang high way for the 11th FYP’s de­vel­op­ment ac­tiv­i­ties, and has no prob­lem with the bud­get rather it is very im­por­tant to work hard to com­plete our work on time.
