His Majesty the hing graces the clos­ing ses­sion of the Na­tional Assem­bly

His Majesty the King graced the clos­ing cer­e­mony of the fourth ses­sion of the sec­ond par­lia­ment last Tues­day.

Dur­ing the clos­ing cer­e­mony, Speaker Jigme Zangpo on be­half of the par­lia­ment wel­come His Majesty the Druk Gyalpo for the con­clud­ing cer­e­mony of the fourth ses­sion of the sec­ond par­lia­ment and ex­pressed his grat­i­tude to His Majesty the Druk Gyalpo for grac­ing the oc­ca­sion.

He also wel­comed the mem­bers of the royal fam­ily, rep­re­sen­ta­tives of the cen­tral monas­tic body, se­nior gov­ern­ment of­fi­cials, rep­re­sen­ta­tives of the in­ter­na­tional com­mu­nity and all other guests.

The speaker in­formed about the bills that are de­lib­er­ated by the two houses dur­ing the last ses­sion. The lo­cal gov­ern­ment mem­ber’s en­ti­tle­ment bill 2014, bio safety bill of Bhutan 2014, nar­cotics drugs, psy­chotropic sub­stance abuse bill 2014, ten­ancy bill of Bhutan 2014 were the bills de­lib­er­ated dur­ing the ses­sion.

The above bills has been re-de­lib­er­ated in ac­cor­dance to the pro­vi­sions of the Con­sti­tu­tion and will be sub­mit­ted to His Majesty the Druk Gyalpo for the Royal as­sent to de de­lib­er­ated in the joint sit­ting of par­lia­ment, he added.

In ad­di­tion to that, speaker in­formed that the pend­ing old per­for­mance au­dit re­ports and the rec­om­men­da­tions by the Pub­lic Ac­counts Com­mit­tee were de­lib­er­ated. As a re­sult, all pend­ing per­for­mance au­dit re­ports till 2013 have been re­solved.

Fur­ther­more, the Na­tional Assem­bly ex­ten­sively de­lib­er­ated on the re­view re­port of the elec­tion act of 2008, hu­man rights com­mit­tee’s re­port and the re­port by the women, chil­dren & youth com­mit­tee, said the speaker.

The Na­tional Assem­bly has rat­i­fied the Doha Amend­ment to the Ky­oto Pro­to­col to the UN Frame­work Con­ven­tion on Cli­mate Change and Statute of In­ter­na­tional Re­new­able En­ergy Agency. Th­ese con­ven­tions have been trans­mit­ted to the Na­tional Coun­cil for their en­dorse­ment, he added.

The Speaker also in­formed about the up­com­ing the na­tional day cel­e­bra­tion and said that the last time His Majesty the Fourth Druk Gyalpo graced a Na­tional Day cel­e­bra­tion was the 98th Na­tional Day which was cel­e­brated in TrashiYangtse in 2005. Since then for the last eight years no such oc­ca­sions have not been graced by His Majesty the Fourth Druk Gyalpo.

Since this year, the na­tional day will be cel­e­brated at Kan­glung, Trashigang, speaker said His Majesty the Fourth Druk Gyalpo will graced the 107th Na­tional Day there.

The Speaker added that, the oc­ca­sion will pro­vide prov­i­den­tial op­por­tu­nity for the peo­ple of east­ern Bhutan in gen­eral and the peo­ple of Trashigang in par­tic­u­lar to re­ceive au­di­ence with Their Majesties the Kings. He fur­ther said that it would also en­able the peo­ple from all over Bhutan to pay their re­spects and ex­press grat­i­tude to our beloved mon­archs for their noble ini­tia­tives.

Mean­while, Prime Min­is­ter, Chair­man and the Op­po­si­tion Leader ex­pressed their grat­i­tude to His Majesty the King for the grac­ing of the clos­ing cer­e­mony of the ses­sion.
