His Majesty the King graced the opening session of the 5th Session of the second Parliament
His Majesty the Druk Gyalpo grace the opening session of the 5th Session of the Second Parliament of Bhutan and during the opening session, Speaker Jigme Zangpo expressed their gratitude to His Majesty the King for gracing the occasion, and to Gyaltsuen and the member of Royal Family for witnessing the occasion.
The speaker shared about the deliberation that would be deliberated during the joining sitting of the Parliament. For instance, they will deliberated on various topic that includes Narcotic Drugs, Psychotropic Substances and Substance Abuse Bill of Bhutan; Local Government Members Entitlement Bill of Bhutan; Bio-Safety Bill of Bhutan; Office of the Attorney General Bill of Bhutan and the Tenancy Amendment Bill of Bhutan.
In addition that Speaker said that the Public Accounts Committee will be presented a report on the Public Debt Management and deliberations will also be held on the Rules of Procedure of the Public Accounts Committee. Further, the Annual Report of the Government will be presented to the Joint Sitting.
Moreover, the National Assembly will deliberate on Jabmi Amendment Bill of Bhutan, Enterprise Registration Bill of Bhutan and the Companies Bill of Bhutan.
Similarly, the National Assembly will also deliberate on three international conventions, Annual Budget report, petitions from the Local Government, committee reports, motions by the Members and the report by the Anti Corruption Commission.
Speaker said that from this year, the National Assembly will establish a Finance Committee and guidelines to this effect has been formulated. It is hoped that the Finance Committee would efficiently review the government’s budget for its timely adoption which would benefit the development activities.
Speaker offer his gratitude to His Majesty the King for out of great com- passion His Majesty the Druk Gyalpo immediately commanded to dispatch a team of 63 personnel comprising of medical experts, Dessups and Royal Bhutan Army led by the Prime Minister and the Minister for Health. An additional group of 15 Dessups, Royal Bhutan Army personnel and doctors were also dispatched on 4th May 2015 as requested to our close neighbor Nepal which was struck by an earthquake with a magnitude of 7.8 on 25th April 2015. The calamity had not only caused widespread destruction to properties but had also claimed many lives leaving families in grieve. The Parliament of Bhutan would like to offer our condolences to all the victims and pray for the heavenly departure of the lost souls. Further, upon the command of His Majesty, Prime Minister Tshering Tobgay personally handed over a cheque of US dollar one million to Nepalese Prime Minister Sushil Koirala to attend the needs of victims for food and medicine.
The Prime Minister Tshering Tobgay after assessing the damages caused by earthquake in Nepal returned on board a special flight with 231 Bhutanese citizens stranded in Nepal as commanded by His Majesty the Druk Gyalpo. Other 70 Bhutanese citizens were also safely reached to Bhutan in buses via Kankarvita. Therefore, we would like to express our gratitude to His Majesty the Druk Gyalpo and the Government, said the Speaker.
Speaker further expressed his gratitude that, such support granted by His Majesty the Druk Gyalpo with compassion would firstly benefit the victims of earthquake in availing medical services. Secondly, it will benefit our people to gain experience to deal with such situation and thirdly it will further strengthen the existing good relations between the two countries. Thus, Parliament of Bhutan would like to express our deepest gratitude to His Majesty the Druk Gyalpo.
Speaker said that, I would also like to express my gratitude to His Majesty the Druk Gyalpo and Her Majesty the Gyaltsuen for offering a thousand butter lamps along with the senior government officials, representatives of the international community and the Nepalese community in Bhutan for the victims of earthquake in Tashichhodzong and Dechenphug.
His Majesty the Druk Gyalpo, the epithet of compassion and wisdom celebrated the Chunipai Losar with the people of six eastern Dzongkhags in Mongar last year. Similarly, His Majesty the Druk Gyalpo celebrated the Chunipai Losar this year at Autsho in Lhuentse.
On behalf of the people of six eastern Dzongkhag, speaker pay his gratitude to His Majesty the Druk Gyalpo, His Majesty the Fourth Druk Gyalpo and Members of the Royal Family for the 107th National Day was commemorated at Kanglung in Trashigang. And During the 107th National Day celebration at Trashigang, His Majesty the Druk Gyalpo granted medals of recognition to endowed civil servants and farmers. Further, Prime Minister Tshering Tobgay was conferred the Lungmar in recognition of his service.
Furthermore, Speaker pay his gratitude toHis Majesty the King for Considering both the present and future benefit of the country, His Majesty the Druk Gyalpo commanded to send some personnel of the three armed forces to serve in the UN Peace Keeping Missions. This indicates that our country is developing. The Parliament would like to express our gratitude to His Majesty for such noble and historic initiatives towards international cooperation.
Also Speaker pay his gratitude on behalf of member of parliament to His Holiness the Je Khenpo, spiritual leaders and other religious bodies for conducting various rituals and religious activities for the wellbeing of the country and in particular to commemorate the 60th Birth Anniversary of His Majesty the Fourth Druk Gyalpo and also to Their Majesties the Queen Mothers and the Royal Family for initiating various programmes to pay tribute to His Majesty the Fourth Druk Gyalpo.
