His Majesty the King graced the open­ing ses­sion of the 5th Ses­sion of the sec­ond Par­lia­ment

His Majesty the Druk Gyalpo grace the open­ing ses­sion of the 5th Ses­sion of the Sec­ond Par­lia­ment of Bhutan and dur­ing the open­ing ses­sion, Speaker Jigme Zangpo ex­pressed their grat­i­tude to His Majesty the King for grac­ing the oc­ca­sion, and to Gyalt­suen and the mem­ber of Royal Fam­ily for wit­ness­ing the oc­ca­sion.

The speaker shared about the de­lib­er­a­tion that would be de­lib­er­ated dur­ing the join­ing sit­ting of the Par­lia­ment. For in­stance, they will de­lib­er­ated on var­i­ous topic that in­cludes Nar­cotic Drugs, Psy­chotropic Sub­stances and Sub­stance Abuse Bill of Bhutan; Lo­cal Gov­ern­ment Mem­bers En­ti­tle­ment Bill of Bhutan; Bio-Safety Bill of Bhutan; Of­fice of the At­tor­ney Gen­eral Bill of Bhutan and the Ten­ancy Amend­ment Bill of Bhutan.

In ad­di­tion that Speaker said that the Public Ac­counts Com­mit­tee will be pre­sented a re­port on the Public Debt Man­age­ment and de­lib­er­a­tions will also be held on the Rules of Pro­ce­dure of the Public Ac­counts Com­mit­tee. Fur­ther, the An­nual Re­port of the Gov­ern­ment will be pre­sented to the Joint Sit­ting.

More­over, the Na­tional As­sem­bly will de­lib­er­ate on Jabmi Amend­ment Bill of Bhutan, En­ter­prise Reg­is­tra­tion Bill of Bhutan and the Com­pa­nies Bill of Bhutan.

Sim­i­larly, the Na­tional As­sem­bly will also de­lib­er­ate on three in­ter­na­tional con­ven­tions, An­nual Bud­get re­port, pe­ti­tions from the Lo­cal Gov­ern­ment, com­mit­tee re­ports, mo­tions by the Mem­bers and the re­port by the Anti Cor­rup­tion Com­mis­sion.

Speaker said that from this year, the Na­tional As­sem­bly will es­tab­lish a Fi­nance Com­mit­tee and guide­lines to this ef­fect has been for­mu­lated. It is hoped that the Fi­nance Com­mit­tee would ef­fi­ciently re­view the gov­ern­ment’s bud­get for its timely adop­tion which would ben­e­fit the devel­op­ment ac­tiv­i­ties.

Speaker of­fer his grat­i­tude to His Majesty the King for out of great com- pas­sion His Majesty the Druk Gyalpo im­me­di­ately com­manded to dis­patch a team of 63 per­son­nel com­pris­ing of med­i­cal ex­perts, Des­sups and Royal Bhutan Army led by the Prime Min­is­ter and the Min­is­ter for Health. An ad­di­tional group of 15 Des­sups, Royal Bhutan Army per­son­nel and doc­tors were also dis­patched on 4th May 2015 as re­quested to our close neigh­bor Nepal which was struck by an earth­quake with a mag­ni­tude of 7.8 on 25th April 2015. The calamity had not only caused wide­spread de­struc­tion to prop­er­ties but had also claimed many lives leav­ing fam­i­lies in grieve. The Par­lia­ment of Bhutan would like to of­fer our con­do­lences to all the vic­tims and pray for the heav­enly de­par­ture of the lost souls. Fur­ther, upon the com­mand of His Majesty, Prime Min­is­ter Tsh­er­ing Tob­gay per­son­ally handed over a cheque of US dollar one mil­lion to Nepalese Prime Min­is­ter Sushil Koirala to at­tend the needs of vic­tims for food and medicine.

The Prime Min­is­ter Tsh­er­ing Tob­gay af­ter as­sess­ing the dam­ages caused by earth­quake in Nepal re­turned on board a spe­cial flight with 231 Bhutanese cit­i­zens stranded in Nepal as com­manded by His Majesty the Druk Gyalpo. Other 70 Bhutanese cit­i­zens were also safely reached to Bhutan in buses via Kankarvita. There­fore, we would like to ex­press our grat­i­tude to His Majesty the Druk Gyalpo and the Gov­ern­ment, said the Speaker.

Speaker fur­ther ex­pressed his grat­i­tude that, such sup­port granted by His Majesty the Druk Gyalpo with com­pas­sion would firstly ben­e­fit the vic­tims of earth­quake in avail­ing med­i­cal ser­vices. Se­condly, it will ben­e­fit our peo­ple to gain ex­pe­ri­ence to deal with such sit­u­a­tion and thirdly it will fur­ther strengthen the ex­ist­ing good re­la­tions be­tween the two coun­tries. Thus, Par­lia­ment of Bhutan would like to ex­press our deep­est grat­i­tude to His Majesty the Druk Gyalpo.

Speaker said that, I would also like to ex­press my grat­i­tude to His Majesty the Druk Gyalpo and Her Majesty the Gyalt­suen for of­fer­ing a thou­sand but­ter lamps along with the se­nior gov­ern­ment of­fi­cials, rep­re­sen­ta­tives of the in­ter­na­tional com­mu­nity and the Nepalese com­mu­nity in Bhutan for the vic­tims of earth­quake in Tashich­hod­zong and Dechen­phug.

His Majesty the Druk Gyalpo, the ep­i­thet of com­pas­sion and wis­dom cel­e­brated the Chu­ni­pai Losar with the peo­ple of six eastern Dzongkhags in Mon­gar last year. Sim­i­larly, His Majesty the Druk Gyalpo cel­e­brated the Chu­ni­pai Losar this year at Aut­sho in Lhuentse.

On be­half of the peo­ple of six eastern Dzongkhag, speaker pay his grat­i­tude to His Majesty the Druk Gyalpo, His Majesty the Fourth Druk Gyalpo and Mem­bers of the Royal Fam­ily for the 107th Na­tional Day was com­mem­o­rated at Kan­glung in Trashigang. And Dur­ing the 107th Na­tional Day cel­e­bra­tion at Trashigang, His Majesty the Druk Gyalpo granted medals of recog­ni­tion to en­dowed civil ser­vants and farm­ers. Fur­ther, Prime Min­is­ter Tsh­er­ing Tob­gay was con­ferred the Lung­mar in recog­ni­tion of his ser­vice.

Fur­ther­more, Speaker pay his grat­i­tude to­His Majesty the King for Con­sid­er­ing both the present and fu­ture ben­e­fit of the coun­try, His Majesty the Druk Gyalpo com­manded to send some per­son­nel of the three armed forces to serve in the UN Peace Keep­ing Mis­sions. This in­di­cates that our coun­try is de­vel­op­ing. The Par­lia­ment would like to ex­press our grat­i­tude to His Majesty for such noble and his­toric ini­tia­tives to­wards in­ter­na­tional co­op­er­a­tion.

Also Speaker pay his grat­i­tude on be­half of mem­ber of par­lia­ment to His Ho­li­ness the Je Khenpo, spir­i­tual lead­ers and other re­li­gious bod­ies for con­duct­ing var­i­ous rit­u­als and re­li­gious ac­tiv­i­ties for the well­be­ing of the coun­try and in par­tic­u­lar to com­mem­o­rate the 60th Birth An­niver­sary of His Majesty the Fourth Druk Gyalpo and also to Their Majesties the Queen Moth­ers and the Royal Fam­ily for ini­ti­at­ing var­i­ous pro­grammes to pay trib­ute to His Majesty the Fourth Druk Gyalpo.
