Deliberation deferred on the proposal for declaration of Thromdes
The joint sitting of Parliament continued its deliberation on the proposal for declaration of Thromdes last Friday. . The joint sitting so far endorsed Dzongkhag Thromdes of Bumthang, Chukha, Dagana, Gasa, Haa, Lhuentse, Punakha, Samtse, Thimphu, Trashigang, Trashiyangtse, Trongsa, Tsirang, Wangduephodrang and Zhemgang.
Deliberating on the proposal for declaration of Samdrupjongkhar Dzongkhag Thromde, some members submitted that the proposed Dzongkhag Thromde was in contravention to the Election Act which states that the Delimitation Commission shall readjust territorial constituencies after every ten years. The Samdrupjongkhar Dzongkhag Thromde was declared in 2010 but as per the proposal, the Dzongkhag Thromde includes new areas of Garpawang and Matanga. Nevertheless, decision was not reached on Samdrupjongkhar Dzongkhag Thromde today.
The recommendation by some Members for merger of Tingtingbi town with Zhemgang Dzongkhag Thromde was deliberated at length. Most Members supported the recommendation, however, the recommendation failed to secure three fourth majority after 52 Members voted ‘Yes’ and seven Members voted ‘No’ while five Members abstained. A total of 54 votes were required to secure majority of three fourth.
The deliberations were also extensively held on whether or not the airport area in Gelephug should be included in the Gelephug Thromde as proposed by the Ministry of Works & Human Settlement. However, no decision was reached on this after the joint sitting resolved to postpone the deliberations. Decisions were also not reached on Dzongkhag Thromdes of Paro, Mongar, Pemagatshel, Sarpang and Samdrupjongkhar.
Furthermore, it was resolved that the speaker of the National Assembly and the chairperson of the National Council would decide on an appropriate date to continue deliberation on the proposal for declaration of Thromdes subject to Royal assent.
