Private sector views on the Enterprise Registration Bill 2015
Four officials led by the Secretary General of the Bhutan Chamber of Commerce & Industry (BCCI) made a presentation on “Private Sector Views” on the Enterprise Registration Bill 2015 to the Natural Resources and Environment Committee of the National Council last Thursday. The presentation highlighted the BCCI participation in the review on the draft bill, BCCI comments on the Bill and the feedbacks of the stakeholder’s meeting. During the presentation, it was reflected that the proposed bill is aligned with other legislation such as Companies Act, FDI Policy, existing licensing regime, etc. Submitting the suggestions to be incorporate in the provisions of the Bill to the Committee, the Secretary General reported that the content of the Bill is a duplication of the existing licensing system which leads to extra requirement and an added administrative burden. Further, requesting to the august House to delay and direct the regularity and competent ministry to redraft the Bill in close consultation with the private sector. Among others, they also discussed on the existing licensing system, registration procedural, micro trading, challenges of doing business, positive and negative list approaches and ease of business. The Enterprise Registrations Bill 2015 will be deliberated in the 16th session of the National Council of Bhutan.
