Pri­vate sec­tor views on the En­ter­prise Reg­is­tra­tion Bill 2015

Four of­fi­cials led by the Sec­re­tary Gen­eral of the Bhutan Cham­ber of Com­merce & In­dus­try (BCCI) made a pre­sen­ta­tion on “Pri­vate Sec­tor Views” on the En­ter­prise Reg­is­tra­tion Bill 2015 to the Nat­u­ral Re­sources and En­vi­ron­ment Com­mit­tee of the Na­tional Coun­cil last Thurs­day. The pre­sen­ta­tion high­lighted the BCCI par­tic­i­pa­tion in the re­view on the draft bill, BCCI com­ments on the Bill and the feed­backs of the stake­holder’s meet­ing. Dur­ing the pre­sen­ta­tion, it was re­flected that the pro­posed bill is aligned with other leg­is­la­tion such as Com­pa­nies Act, FDI Pol­icy, ex­ist­ing li­cens­ing regime, etc. Sub­mit­ting the sug­ges­tions to be in­cor­po­rate in the pro­vi­sions of the Bill to the Com­mit­tee, the Sec­re­tary Gen­eral re­ported that the con­tent of the Bill is a du­pli­ca­tion of the ex­ist­ing li­cens­ing sys­tem which leads to ex­tra re­quire­ment and an added ad­min­is­tra­tive bur­den. Fur­ther, re­quest­ing to the au­gust House to de­lay and di­rect the reg­u­lar­ity and com­pe­tent min­istry to re­draft the Bill in close con­sul­ta­tion with the pri­vate sec­tor. Among oth­ers, they also dis­cussed on the ex­ist­ing li­cens­ing sys­tem, reg­is­tra­tion pro­ce­dural, mi­cro trad­ing, chal­lenges of do­ing busi­ness, pos­i­tive and neg­a­tive list ap­proaches and ease of busi­ness. The En­ter­prise Regis­tra­tions Bill 2015 will be de­lib­er­ated in the 16th ses­sion of the Na­tional Coun­cil of Bhutan.
