His Majesty graces the open­ing cer­e­mony of par­lia­ment

His Majesty the Druk Gyalpo graced the open­ing cer­e­mony of the 6th Ses­sion of the 2nd Par­lia­ment of Bhutan last Wed­nes­day.

Dur­ing the open­ing ses­sion, speaker Jigme Zangpo wel­comed on be­half of the Mem­ber of Par­lia­ment, His Majesty the Druk Gyalpo and ex­pressed his grat­i­tude for grac­ing the oc­ca­sion.

The speaker ex­pressed his deep­est grat­i­tude to His Majesty the Druk Gyalpo and Her Majesty the Gyalt­suen that Their Majesties have ex­ten­sively trav­elled through­out the coun­try to strengthen the se­cu­rity and well­be­ing of our peo­ple. Their Majesties did not only meet with the peo­ple but also granted land Kidu.

The speaker also ex­press his deep­est grat­i­tude to His Royal High­ness Dasho Jigme Dorji Wangchuck that His Royal High­ness has made ex­ten­sively trav­elled to the ru­ral ar­eas af­ter as­sum­ing the re­spon­si­bil­i­ties of His Majesty’s rep- re­sen­ta­tive to the east­ern Dzongkhag. His Royal High­ness has ad­dressed the re­set­tle­ment and other is­sues of the peo­ple through Royal Kidu.

In this ses­sion, Jabmi Amend­ment Bill of Bhutan, En­ter­prise Reg­is­tra­tion Bill of Bhutan and the Com­pa­nies Bill of Bhutan which were en­dorsed by the Na­tional As­sem­bly in the last ses­sion will be re-de­lib­er­ated. Be­sides that the Cus­toms Bill of Bhutan and the Civil Avi­a­tion Bill of Bhutan will be tabled for the first and sec­ond read­ings.

The speaker an­nounced that the joint sit­ting of Par­lia­ment will de­lib­er­ate on Dzongkhag Thromde & Yen­lag Thromde of Pema­gat­shel Dzongkhag and Yen­lag Thromde of Paro Dzongkhag. The an­nual au­dit re­port and the pend­ing au­dit re­port are also on the agenda for the joint sit­ting in this ses­sion.

A to­tal of 23 pe­ti­tions were re­ceived from 11 Dzongkhags. Th­ese pe­ti­tions were de­lib­er­ated by the mem­bers dur­ing the pre­lim­i­nary meet­ing con- sider­ing the im­por­tance. It was found out that the is­sues raised could be di­rectly ad­dressed by the rel­e­vant min­istries, in­sti­tu­tions and other agen­cies. Ac­cord­ingly the mat­ters have been re­ferred for pe­ti­tion to rel­e­vant agen­cies and is hope­ful that th­ese is­sues would be ad­dressed soon, said the speaker.

In cel­e­brat­ing the 60th Birth An­niver­sary of our beloved His Majesty the Fourth Druk Gyalpo, the gov­ern­ment has ini­ti­ated var­i­ous pro­grammes upon the com­mand of His Majesty the Druk Gyalpo. The speaker thanked the gov­ern­ment, the Cen­tral Monas­tic Body, all other spon­sors and co­or­di­na­tors for such ini­tia­tives.

Since the en­throne­ment of His Majesty the Fourth Druk Gyalpo Jigme Singye Wangchuck, His Majesty has of­fered his self­less ded­i­ca­tion to the na­tion and the peo­ple em­pha­siz­ing on bal­anced so­cio-eco­nomic de­vel­op­ment and men­tal well­be­ing. The speaker said that, to this ef­fect, the pol­icy of Gross Na­tional Hap­pi­ness was in­tro­duced which was found as an in­cred­i­ble and ben­e­fi­cial pol­icy not only for the peo­ple of Bhutan but also for the out­side world as well.

The sixth in­ter­na­tional GNH con­fer­ence or­ga­nized by the Cen­ter for Bhutan Stud­ies com­menced from last Tues­day at Ugyen Pelri Palace in Paro, he be­lieved that the con­fer­ence will be an ex­cel­lent op­por­tu­nity to pay trib­ute to His Majesty the Fourth Druk Gyalpo.

His Majesty the Fourth Druk Gyalpo has al­ways em­pha­sized that Gross Na­tional Hap­pi­ness is more im­por­tant than Gross Na­tional Prod­uct. And it is in this con­text that the con­fer­ence will firstly help bet­ter understand and consolidate the phi­los­o­phy of Gross Na­tional Hap­pi­ness. Se­condly it will pro­vide a way for­ward for pol­icy for­mu­la­tion. It will also pro­vide new mech­a­nism for ef­fi­cient op­er­a­tion of the poli­cies, added the Speaker.

As a trib­ute on the 60th Birth An­niver­sary of His Majesty the Fourth Druk Gyalpo, His Ho­li­ness the Je Khenpo and Her Majesty the Queen Mother Dorji Wangmo Wangchuck, the speaker of­fered his prayers for the long life of all the peo­ple at­tain­ing the age of 60.

He also thanked the Prime Min­is­ter Ly­onch­hen Tsh­er­ing Tob­gay for at­tend­ing the UN Sum­mit to adopt the post-2015 de­vel­op­ment agenda and the 70th Gen­eral As­sem­bly of the United Na­tions in New York in Septem­ber 2015 and also making toured to some of the Dzongkhags to re­view out­come of the de­vel­op­ment ac­tiv­i­ties as per the 11th plan.

Mean­while, the oc­ca­sion was be­gun with the Zhug­drel Phuentshum Tshog­pai cer­e­mony af­ter His Majesty was re­ceived with elab­o­rate chib­drel pro­ces­sion. The rep­re­sen­ta­tives of the in­ter­na­tional agen­cies, Zhung Drat­sang, se­nior gov­ern­ment of­fi­cials, stu­dents and pub­lic at­tended the open­ing cer­e­mony.

The Na­tional As­sem­bly will end on the 9th of De­cem­ber.
