His Majesty graces the opening ceremony of parliament
His Majesty the Druk Gyalpo graced the opening ceremony of the 6th Session of the 2nd Parliament of Bhutan last Wednesday.
During the opening session, speaker Jigme Zangpo welcomed on behalf of the Member of Parliament, His Majesty the Druk Gyalpo and expressed his gratitude for gracing the occasion.
The speaker expressed his deepest gratitude to His Majesty the Druk Gyalpo and Her Majesty the Gyaltsuen that Their Majesties have extensively travelled throughout the country to strengthen the security and wellbeing of our people. Their Majesties did not only meet with the people but also granted land Kidu.
The speaker also express his deepest gratitude to His Royal Highness Dasho Jigme Dorji Wangchuck that His Royal Highness has made extensively travelled to the rural areas after assuming the responsibilities of His Majesty’s rep- resentative to the eastern Dzongkhag. His Royal Highness has addressed the resettlement and other issues of the people through Royal Kidu.
In this session, Jabmi Amendment Bill of Bhutan, Enterprise Registration Bill of Bhutan and the Companies Bill of Bhutan which were endorsed by the National Assembly in the last session will be re-deliberated. Besides that the Customs Bill of Bhutan and the Civil Aviation Bill of Bhutan will be tabled for the first and second readings.
The speaker announced that the joint sitting of Parliament will deliberate on Dzongkhag Thromde & Yenlag Thromde of Pemagatshel Dzongkhag and Yenlag Thromde of Paro Dzongkhag. The annual audit report and the pending audit report are also on the agenda for the joint sitting in this session.
A total of 23 petitions were received from 11 Dzongkhags. These petitions were deliberated by the members during the preliminary meeting con- sidering the importance. It was found out that the issues raised could be directly addressed by the relevant ministries, institutions and other agencies. Accordingly the matters have been referred for petition to relevant agencies and is hopeful that these issues would be addressed soon, said the speaker.
In celebrating the 60th Birth Anniversary of our beloved His Majesty the Fourth Druk Gyalpo, the government has initiated various programmes upon the command of His Majesty the Druk Gyalpo. The speaker thanked the government, the Central Monastic Body, all other sponsors and coordinators for such initiatives.
Since the enthronement of His Majesty the Fourth Druk Gyalpo Jigme Singye Wangchuck, His Majesty has offered his selfless dedication to the nation and the people emphasizing on balanced socio-economic development and mental wellbeing. The speaker said that, to this effect, the policy of Gross National Happiness was introduced which was found as an incredible and beneficial policy not only for the people of Bhutan but also for the outside world as well.
The sixth international GNH conference organized by the Center for Bhutan Studies commenced from last Tuesday at Ugyen Pelri Palace in Paro, he believed that the conference will be an excellent opportunity to pay tribute to His Majesty the Fourth Druk Gyalpo.
His Majesty the Fourth Druk Gyalpo has always emphasized that Gross National Happiness is more important than Gross National Product. And it is in this context that the conference will firstly help better understand and consolidate the philosophy of Gross National Happiness. Secondly it will provide a way forward for policy formulation. It will also provide new mechanism for efficient operation of the policies, added the Speaker.
As a tribute on the 60th Birth Anniversary of His Majesty the Fourth Druk Gyalpo, His Holiness the Je Khenpo and Her Majesty the Queen Mother Dorji Wangmo Wangchuck, the speaker offered his prayers for the long life of all the people attaining the age of 60.
He also thanked the Prime Minister Lyonchhen Tshering Tobgay for attending the UN Summit to adopt the post-2015 development agenda and the 70th General Assembly of the United Nations in New York in September 2015 and also making toured to some of the Dzongkhags to review outcome of the development activities as per the 11th plan.
Meanwhile, the occasion was begun with the Zhugdrel Phuentshum Tshogpai ceremony after His Majesty was received with elaborate chibdrel procession. The representatives of the international agencies, Zhung Dratsang, senior government officials, students and public attended the opening ceremony.
The National Assembly will end on the 9th of December.
