Need for Construction Development Fund (CDF) raised
Poor quality, cost effectiveness, lack of professionalism, rampant fronting and vulnerability of corruption are some of the issues construction sectors are facing today. This can be solved by the establishing a construction development fund. This was raised during 15th annual general meeting with contractors last Tuesday.
Economic affairs minister, Lyonpo Lekey Dorji said that the country will see reliable and durable constructions if the quality is improved. He said that the bidders should really look into improving the quality of the work disregarded of the cost. He added that if the quality of the work is not talked and put an issue then the construction sector will never improve.
Contractors Association of Bhutan ( CAB) submit the need for the construction development fund (CDF) to the government during the annual general meeting that the goal can be achieved only if it is strengthened; contractors are supported with development programs and activities with initiatives from either the government or civil society organizations such as CAB. CAB believes that they could achieve their goal if a construction development fund is established.
Prime minister, Lyonchhen Tshering Tobgay said that, the establishing of CDF, the CAB has the right to establish and they have the right to discuss about how the fund will be used and how the fund will be generated. It’s up to the CAB. Lyonchhen added that our country have many organization which have established the development fund among the organization. So there is nothing government can do.
The purpose of construction development fund as per the construction related issues guideline includes financing developing and promoting programs of the construction industry. It also aims to facilitate those developmental activities that do not have budgetary support from the government or from donors. This will also make it available to the government in need for the improvement of the construction based activities.
According to the submission to the government, CDF will be used for development activities that will be managed by CDB and CAB under the control of board of trustees appointed from both the parties. It shall also undergo annual auditing from Royal Audit Authority.
