Need for Con­struc­tion De­vel­op­ment Fund (CDF) raised

Poor qual­ity, cost ef­fec­tive­ness, lack of pro­fes­sion­al­ism, rampant fronting and vul­ner­a­bil­ity of cor­rup­tion are some of the is­sues con­struc­tion sec­tors are fac­ing to­day. This can be solved by the es­tab­lish­ing a con­struc­tion de­vel­op­ment fund. This was raised dur­ing 15th an­nual gen­eral meet­ing with con­trac­tors last Tues­day.

Eco­nomic af­fairs min­is­ter, Ly­onpo Lekey Dorji said that the coun­try will see re­li­able and durable con­struc­tions if the qual­ity is im­proved. He said that the bid­ders should re­ally look into im­prov­ing the qual­ity of the work dis­re­garded of the cost. He added that if the qual­ity of the work is not talked and put an is­sue then the con­struc­tion sec­tor will never im­prove.

Con­trac­tors As­so­ci­a­tion of Bhutan ( CAB) sub­mit the need for the con­struc­tion de­vel­op­ment fund (CDF) to the gov­ern­ment dur­ing the an­nual gen­eral meet­ing that the goal can be achieved only if it is strength­ened; con­trac­tors are sup­ported with de­vel­op­ment pro­grams and ac­tiv­i­ties with ini­tia­tives from ei­ther the gov­ern­ment or civil so­ci­ety or­ga­ni­za­tions such as CAB. CAB be­lieves that they could achieve their goal if a con­struc­tion de­vel­op­ment fund is es­tab­lished.

Prime min­is­ter, Ly­onch­hen Tsh­er­ing Tob­gay said that, the es­tab­lish­ing of CDF, the CAB has the right to es­tab­lish and they have the right to dis­cuss about how the fund will be used and how the fund will be gen­er­ated. It’s up to the CAB. Ly­onch­hen added that our coun­try have many or­ga­ni­za­tion which have es­tab­lished the de­vel­op­ment fund among the or­ga­ni­za­tion. So there is noth­ing gov­ern­ment can do.

The pur­pose of con­struc­tion de­vel­op­ment fund as per the con­struc­tion re­lated is­sues guide­line in­cludes fi­nanc­ing de­vel­op­ing and pro­mot­ing pro­grams of the con­struc­tion in­dus­try. It also aims to fa­cil­i­tate those de­vel­op­men­tal ac­tiv­i­ties that do not have bud­getary sup­port from the gov­ern­ment or from donors. This will also make it avail­able to the gov­ern­ment in need for the im­prove­ment of the con­struc­tion based ac­tiv­i­ties.

Ac­cord­ing to the sub­mis­sion to the gov­ern­ment, CDF will be used for de­vel­op­ment ac­tiv­i­ties that will be man­aged by CDB and CAB un­der the con­trol of board of trustees ap­pointed from both the par­ties. It shall also un­dergo an­nual au­dit­ing from Royal Au­dit Au­thor­ity.
