Bhutan Red Cross So­ci­ety to carry out all func­tion dur­ing dis­as­ter

If the Bhutan Red Cross So­ci­ety Bill 2016 is adopted dur­ing the 17th ses­sion of the na­tional coun­cil, then the coun­try will have an or­ga­ni­za­tion which will carry out all func­tion dur­ing the time of any dis­as­ter.

Em­i­nent mem­ber Dasho Tashi Wangmo said dur­ing the press con­fer­ence last Thurs­day that to en­sure or le­gal­ize the Bhutan Red Cross So­ci­ety, this bill has been sub­mit­ted with the view that it is an in­ter­na­tional stan­dard that now Bhutan is de­cided to es­tab­lish Bhutan Red Cross So­ci­ety as a party to Geneva con­ven­tion 1949 which Bhutan had signed.

Dasho added that ar­ti­cle 2 of the Geneva Con­ven­tion 1949 makes all mem­ber state makes it oblig­a­tory to es­tab­lish the na­tional red cross so­ci­ety. But that has to be estab­lished based on the na­tional goals.

To es­tab­lish Bhutan Red Cross So­ci­ety here in the coun­try, there needs to ful­fill con­di­tion which in­cludes the leg­is­la­tion. Dasho said that it is dif­fer­ent from other be­cause other leg­is­la­tion comes based on in­ten­tion to im­ple­men­ta­tion or ex­e­cute the pub­lic pol­icy but this is to give the le­gal ba­sis for Red Cross So­ci­ety func­tion in the coun­try.

It has to have le­gal ba­sis so that’s way we need to pass on in order to es­tab­lish the Bhutan Red Cross So­ci­ety, added Dasho.

Dasho fur­ther added that it is an in­ter­na­tional hu­man­i­tar­ian mo­ment which Bhutan is party to it be­cause we have signed and we are sig­na­tory to Geneva Con­ven­tion 1949. In­ter­na­tional mo­ment of Red Cross So­ci­ety it deals more with dis­as­ters, hu­man rights and deals with var­i­ous hu­man­i­tar­ian fields.

We are now be­com­ing grow­ingly vul­ner­a­ble to nat­u­ral dis­as­ter to nat­u­ral calami­ties and we need to be pre­pared for any dis­as­ter that could not man­age so foe that this Bhutan Red Cross So­ci­ety will help in terms of emer­gency. They will be first line in dis­as­ter re­sponse ser­vice provider, Dasho added.

Be­sides that there will be other sub­sidiary pro­mo­tion like health pro­mo­tion, so­cial ser­vice but main will be on the dis­as­ter man­age­ment. So that’s way we need have law to es­tab­lish the Red Cross So­ci­ety, said Dasho.

While, or­ga­ni­za­tion will be car­ried out all func­tion dur­ing the time of dis­as­ter through mem­ber­ship and vol­un­teerism.
