Na­tional Coun­cil dis­cusses the BBIN agree­ment

The Leg­isla­tive Com­mit­tee of the Na­tional Coun­cil was con­vened to dis­cuss the Mo­tor Ve­hi­cle Agree­ment for the Reg­u­la­tion of Pas­sen­ger, Per­son­nel and Cargo Ve­hic­u­lar Traf­fic be­tween Bangladesh, Bhutan, In­dia and Nepal with the mem­bers of the Na­tional Assem­bly last Tues­day.

The agree­ment was de­lib­er­ated in the 6th ses­sion and rat­i­fied dur­ing the 7th Ses­sion of the Na­tional Assem­bly. The Na­tional Coun­cil upon re­ceiv­ing the agree­ment as­signed it to the leg­isla­tive com­mit­tee dur­ing its 17th Ses­sion for fur­ther scru­tiny be­fore the next ses­sion.

Dur­ing the meet­ing, the Chair­per­son of the Com­mit­tee in­formed that the meet­ing was con­vened to un­der­stand the opin­ion and the prin­ci­ple on the rat­i­fy­ing the agree­ment by the Na­tional Assem­bly. He also said that the com­mit­tee would also con­duct sim­i­lar con­sul­ta­tive meet­ings with rel­e­vant agen­cies.

Later com­mit­tee also con­ducted a meet­ing with Eco­nomic and Pri­vate Sec­tor De­vel­op­ment Com­mit­tee of the Na­tional Assem­bly on the Cus­toms Bill 2015.

The Cus­toms Bills 2015 was in­tro­duced in the 6th Ses­sion and passed in the 7th ses­sion of the Na­tional Assem­bly. Sub­se­quently, in the 17th Ses­sion of the Na­tional Coun­cil, the Leg­isla­tive Com­mit­tee was as­signed to re­view the Bill.

The gen­eral over­view was pre­sented to the mem­bers on the Bill which in­cluded the back­ground, ra­tio­nale for an in­de­pen­dent cus­toms Bills 2015, ma­jor stake­holder con­sul­ta­tion, salient fea­tures, key pro­vi­sions & com­par­a­tive over­view, cross- cut­ting im­pli­ca­tion is­sues, fi­nan­cial im­pli­ca­tion and con­clud­ing re­marks.

The mem­bers from the Na­tional Assem­bly also pre­sented the amended sec­tions of the Bill to the Com­mit­tee.
