To­wards a knowl­edge based so­ci­ety

The Royal Univer­sity of Bhutan (RUB) ini­ti­ated the Or­ga­ni­za­tional Devel­op­ment (OD) ex­er­cise with the aim of im­prov­ing the over­all qual­ity of ed­u­ca­tional pro­vi­sion.

The RUB ex­pected that the out­puts of the OD ex­er­cise would en­hance the over­all ef­fi­ciency and ef­fec­tive­ness in the Univer­sity’s op­er­a­tions by strength­en­ing the sys­tems, struc­ture, goal align­ment, staffing, lead­er­ship, staff mo­ti­va­tion and so on.

Ac­cord­ing to the an­nual re­port of RUB 2015, a ten-day train­ing ses­sion had been pro­vided with an ob­jec­tive, broad ar­eas of con­cern, key de­liv­er­ables and strate­gic direc­tion were laid out to pro­vide clear path­ways for con­clud­ing OD ex­er­cise in the col­leges.

An ex­ten­sive and ex­haus­tive OD ex­er­cise was car­ried out in 2015 cov­er­ing all col­leges and Of­fice of Vice Chan­cel­lor (OVC). Al­most 15 staff mem­bers were en­gaged as OD team mem­bers from col­leges, the re­port states.

The method­ol­ogy for OD ex­er­cise in­cluded a mixed mode ap­proach. The fo­cus group dis­cus­sions were car­ried out with stake­hold­ers for ex­ter­nal views and for in­ter­nal views, var­i­ous fo­cus group dis­cus­sions with stu­dents, in­ter­nal clients and staff of dif­fer­ent cat­e­gories were car­ried out whereas, the key in­for­ma­tion in­ter­views were held wher­ever needed.

In ad­di­tional, the RUB also car­ried out an or­ga­ni­za­tional be­hav­ior sur­vey. Doc­u­ment analy­ses were car­ried out mainly by as­sess­ing the daily log of ac­tiv­i­ties, per­for­mance eval­u­a­tion forms and le­gal docu- ments.

The other re­search and sur­vey con­ducted by the col­leges such as stu­dent feed­back and qual­ity assess­ment were also used for the OD ex­er­cise.

The assess­ment and rec­om­men­da­tions were fi­nal­ized through the ple­nary ses­sions held in each col­lege, then com­piled and con­sol­i­dated which were dis­cussed twice in the meet­ings of the Com­mit­tee of di­rec­tors (CoD).

Each col­lege would spe­cial­ize in a par­tic­u­lar area and be­come cen­ters of ex­cel­lence in the re­spec­tive ar­eas of spe­cial­iza­tion re­vis­it­ing the vi­sion, core val­ues and key strat­egy.

The ex­er­cise also as­sessed the skill gap and mea­sures to ad­dress the gaps. It was also tar­geted for con­tin­u­ous en­hance­ment of knowl­edge and skills. The RUB hu­man re­source rules and reg­u­la­tions will be re­viewed to fa­cil­i­tate con­tin­u­ous up­grad­ing of em­ploy­ees in the Univer­sity.

The OD Ex­er­cise is one of the ma­jor re­form ini­tia­tives of Royal Civil Ser­vice Com­mis­sion (RCSC) un­der­taken as per the re­quire­ment of CSAB 2010 and also in line with the Cabi­net Or­der is­sued in 2013.

Ac­cord­ingly, the Strate­gic Plan 2013-2020 of the RUUB the aim is to meet the na­tional ob­jec­tives of devel­op­ment for the ed­u­ca­tion sec­tor, in­clud­ing those for the Univer­sity and en­hance­ment of na­tional hap­pi­ness.

As such this ex­er­cise will help in de­vel­op­ing a cen­tre of ex­cel­lence within the RUB for higher ed­u­ca­tion in the coun­try, and act as a cat­a­lyst of sus­tain­able well­be­ing and hap­pi­ness in the coun­try.
