Towards a knowledge based society
The Royal University of Bhutan (RUB) initiated the Organizational Development (OD) exercise with the aim of improving the overall quality of educational provision.
The RUB expected that the outputs of the OD exercise would enhance the overall efficiency and effectiveness in the University’s operations by strengthening the systems, structure, goal alignment, staffing, leadership, staff motivation and so on.
According to the annual report of RUB 2015, a ten-day training session had been provided with an objective, broad areas of concern, key deliverables and strategic direction were laid out to provide clear pathways for concluding OD exercise in the colleges.
An extensive and exhaustive OD exercise was carried out in 2015 covering all colleges and Office of Vice Chancellor (OVC). Almost 15 staff members were engaged as OD team members from colleges, the report states.
The methodology for OD exercise included a mixed mode approach. The focus group discussions were carried out with stakeholders for external views and for internal views, various focus group discussions with students, internal clients and staff of different categories were carried out whereas, the key information interviews were held wherever needed.
In additional, the RUB also carried out an organizational behavior survey. Document analyses were carried out mainly by assessing the daily log of activities, performance evaluation forms and legal docu- ments.
The other research and survey conducted by the colleges such as student feedback and quality assessment were also used for the OD exercise.
The assessment and recommendations were finalized through the plenary sessions held in each college, then compiled and consolidated which were discussed twice in the meetings of the Committee of directors (CoD).
Each college would specialize in a particular area and become centers of excellence in the respective areas of specialization revisiting the vision, core values and key strategy.
The exercise also assessed the skill gap and measures to address the gaps. It was also targeted for continuous enhancement of knowledge and skills. The RUB human resource rules and regulations will be reviewed to facilitate continuous upgrading of employees in the University.
The OD Exercise is one of the major reform initiatives of Royal Civil Service Commission (RCSC) undertaken as per the requirement of CSAB 2010 and also in line with the Cabinet Order issued in 2013.
Accordingly, the Strategic Plan 2013-2020 of the RUUB the aim is to meet the national objectives of development for the education sector, including those for the University and enhancement of national happiness.
As such this exercise will help in developing a centre of excellence within the RUB for higher education in the country, and act as a catalyst of sustainable wellbeing and happiness in the country.
