The lat­est deal be­tween ri­val Pales­tinian fac­tions Ha­mas and Fatah, signed in Cairo on 12 Oc­to­ber, has been greeted op­ti­misti­cally by many ob­servers, largely be­cause of the even-handed role played by Egypt in the ne­go­ti­a­tions. The deal in­cludes the re-open­ing of the Rafah Cross­ing to Egypt un­der con­trol of the Fatah-run Pales­tinian Au­thor­ity (PA) guards, and PA re­sum­ing gov­ern­ment of Gaza in De­cem­ber. Ha­mas has con­trolled Gaza since 2007 but has faced a block­ade and iso­la­tion from all sides be­cause of its re­fusal to dis­arm.
