At least six months prior to con­struc­tion, Trans Moun­tain must file a lo­cal, re­gional and abo­rig­i­nal skills and business ca­pac­ity in­ven­tory with the NEB, out­lin­ing all po­ten­tial em­ploy­ment and business op­por­tu­ni­ties cre­ated by the project. At that same time, Trans Moun­tain must also de­liver a so­cio-eco­nomic ef­fects mon­i­tor­ing plan, out­lin­ing all ad­verse ef­fects that the project’s con­struc­tion could in­tro­duce for lo­cal ten­ants, landown­ers and abo­rig­i­nal groups. Trans Moun­tain must de­velop and jus­tify a method­ol­ogy for choos­ing which so­cio-eco­nomic in­di­ca­tors to track, es­tab­lish a base­line so­cio-eco­nomic land­scape, mon­i­tor any di­ver­gence from it and re­port back to the NEB as con­struc­tion pro­gresses.
