CON­DUCT FULL-SCALE EMER­GENCY RE­SPONSE EX­ER­CISES

Trans Moun­tain must com­plete full-scale spill-re­sponse ex­er­cises, both on land and on Bur­rard In­let. It must demon­strate its abil­ity to con­tain a 160-cu­bic-me­ter re­lease of di­luted bi­tu­men into the in­let from Westridge Marine Ter­mi­nal, as well as a cred­i­ble worstcase land spill sce­nario at Burn­aby Ter­mi­nal. Trans Moun­tain must no­tify the NEB, lo­cal au­thor­i­ties, first re­spon­ders and all ex­er­cise par­tic­i­pants and ob­servers—in­clud­ing lo­cal abo­rig­i­nal groups—at least 45 days prior to each ex­er­cise. The com­pany will see to it that a third party has as­sessed the emer­gency re­sponse ex­er­cises and will con­sider that party’s feed­back for fu­ture ex­er­cises.
