Not­ley and her gov­ern­ment.

By all ac­counts, that un­favourable opin­ion of the fed­eral Lib­er­als is about to get much, much worse.

Leaks about the Lib­er­als’ new en­vi­ron­men­tal re­view process for pipe­line and re­source-project ap­proval are be­gin­ning to flood out of Ot­tawa.

For in­stance, we know al­ready that the Lib­er­als will give the Na­tional En­ergy Board (NEB) 36 months rather than 18 to de­ter­mine whether a coastal oil ter­mi­nal or pipe­line may go ahead and with what con­di­tions.

We know the Trudeau gov­ern­ment wants to move the en­viro wing of the NEB out of Cal­gary to Ot­tawa, where they can keep more of an eye on it and ex­ert more con­trol.

And we know the Lib­er­als in­tend to ex­pand the num­ber of cri­te­ria to which NEB pan­elists may ob­ject, which will
